- BLM Request for Proposals, NAR050012, Veterinary Services at the Oklahoma and Kansas Wild Horse and Burro Long Term Holding Facilities on an as needed basis for a 12 Month Period, With Four 12 Month Option Periods. Solicitation number NAR050012 applies and will be issued as a Request for Proposals (RFP) for the following requirement: The Bureau of Land Management's Oklahoma and Kansas Wild Horse and Burro Long Term Holding Facilities have a requirement for Veterinary Services as follows: The contractor shall provide routine veterinary services on an as needed basis at the following facilities: Pawhuska Long Term Holding Facility (Drummond Land & Cattle Co.) west of Pawhuska, OK, Foraker Long Term Holding Facility (Reed Bros. Ranch) south of Foraker, OK, Hulah Long Term Holding Facility (Cross Bell Ranch) north of Bartlesville, OK and Grenola Long Term Holding (Grand Eagle Summit, LLC) north and west of Grenola, KS. The Pawhuska Facility is located seven miles west of Pawhuska, OK on US Hwy 60, approximately 1.5 miles north on gravel road NS336. The Foraker Facility is located 20 miles west of Pawhuska, OK, then 10 miles north on county road 4451 to ranch, then 3 miles east to the corrals. The Hulah Facility is located approximately 10 miles north of Bartlesville, OK on Hwy 75, then 10 miles west on Hwy 10 to ranch. The Grenola Facility is located approximately .5 miles west of Grenola, KS on hwy 160, then north 6 miles on county road. The contractor(s) will be reimbursed based on the hourly rate set forth in the contract. The workload will vary seasonally. At times services will be required five days a week. Workload can be expected to vary depending on shipping activity and the health of the population at the facilities. The veterinarian, or alternate veterinarian, must be available at the site within 3 hours of notification. The name, address and telephone number of the back-up veterinarian must be provided. The duties require a veterinarian licensed in the State of Oklahoma, USDA accredited for issuing interstate health certificates, and skilled in handling and treating ungentled large animals, specifically horses and burros. Approximately 70 percent of the estimated workload may include Visual examination to determine general health of individual animal; Vaccination; Drawing blood samples for equine infectious anemia (EIA) testing and preparing documentation for submission to the appropriate laboratory. Vendors are not required to provide an offer for services at all facilities. This is a 100 percent set-aside for small business. The NAICS classification is 541940. Size standard is $6 million. Proposals are due January 12, 2005 by 2:00 PM Mountain Time. Vendors must be registered at http://www.ccr.gov in order to be eligible for award. The solicitation will be made available at http://www.fedbizopps.gov on or about December 13, 2004. The solicitation must be downloaded via the Internet, as hard copies will not be made available.
