Description
1) DESC: Note 25. The Government is seeking information on Commercial-or Government off-the-Shelf (COTS) Non-Developmental Item (NDI) COMINT/SIGINT Systems capable of being integrated onto the Army's Airborne Reconnaissance Low (ARL) platform. The system's basic functionality must include acquisition of conventional and modern signal types with n-channel (not commutative) direction finding (DF) capability. The existing antenna array is to be retained and calibration data will be made available to the offeror. 2) Responses should include (as a minimum): a. System size, weight, and prime power (+28VDC) consumption. Basic functional blocks to include but not limited to: tuners, signal processing, analysis tools, DF processing, display/audio dissemination elements. b. Operating modes and specified performance (provide a copy of the performance specification) along with technical capabilities for each mode. This section will include the test verification status of each mode (and who supported) by validated test data (preferably from a US Government entity). c. The existing antenna array (flo to 1220MHz) with distribution network will remain as the baseline for the system. Augmentation as necessary to accommodate special modern threat signals is anticipated. d. Availability and System cost excluding aircraft integration for a new system or lease cost per month/year. e. System availability in terms of months after contract award for aircraft integration for a new system or Lease options. f. Current system maintenance support concept g. System to be fully operational on a platform at 160Kts velocity and 16,000 ft nominal altitude. System to be able to collect and DF autonomously without operator intervention.
