Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Basic Ordering Agreement (BOA) order under BOA number N00019-04-G-0004 for the necessary hardware and labor required to perform tasks associated with 10 each Insensitive Munitions (IM) hazard assessment tests at the Naval Air Warfare Center ? Weapons Division. The purpose of the tests is to evaluate the responses of the Tomahawk Block IV missile?s WDU-36/B warhead and MK-135 rocket motor assembly when subjected to Slow Cookoff (SCO), Fast Cookoff (FCO), and Bullet Impact (BI) tests described in MIL-STD-2105C. Efforts include identifying, assembling, and delivering 4 each Block IV production warhead test items and 6 each Block IV production rocket motor assembly test items for use in the IM tests. The contractor shall also provide IM test planning support and required material. The anticipated delivery order will be awarded in the 2nd quarter of FY05 with all tasks completed by July 2005. NAVAIR intends to award this effort to Raytheon Systems Company (RSC), P.O. Box 11337, Tucson, AZ 85734-1337. Since 1994, RSC has been the sole developer, designer, and manufacturer for the Tomahawk Weapons System (TWS). RSC solely possesses the current configuration and manufacturing data for the Tomahawk Block IV missile, and is the only source capable of providing the IM test items and support. Because a detailed knowledge and expertise of the Tomahawk Block IV missile is required to conduct tasking under the anticipated delivery order, RSC is the only source capable of accomplishing this requirement in the required timeframe and without duplication of costs.
