Description
This is a pre-solicitation notice of a two-step proposal process for a construction project pursuant to FAR 15.0. Under Step One of the two-step process, the government will issue a solicitation letter to interested firms. The government?s letter will outline information on how to submit written technical proposals addressing the following elements: (a) Past Performance on similar projects, (b) Key Personnel (qualifications and experience), (c) Technical Approach and Quality control Plan, (d) Start-Up and Phase-In Schedule. The government considers factors (a) and (b) to be of equal importance and relatively more important than the factors of (c) and (d). Factor (c) and Factor (d) are equal in importance. The government may proceed to Step Two without requesting further information from any offeror. However, the government reserves the right to request clarifying or supplemental information from offerors that it considers capable of being made Acceptable. Proposals for Step One will be due on or about January 10, 2005. Prospective firms are advised that only one technical proposal may be submitted by each offeror and initial submissions should be complete, accurate, and readily understood. Only firms rated as Acceptable under Step One will be allowed to submit pricing under Step Two, subsequent to a mandatory Site Visit. The price proposal process under Step Two will not be synopsized or publicly posted, however the names of firms with acceptable proposals in Step One will be listed through a notice on FedBiz Opps (for the benefit of prospective subcontractors). All work shall be performed in full compliance with applicable EPA, OSHA, DOT, NIOSH regulations as well as other applicable Federal, State and City government regulations. The successful contractor shall provide all labor, materials and equipment necessary to construct and renovate the following: The Armed Forces Retirement Home, a continuing care retirement community, is embarking on a three-phase project to construction new and upgrade existing facilities to enhance the quality of living for its retired military personnel residing on the Home?s campus in Gulfport, Mississippi. (1) Phase One ?A? consists of the construction of a new nine-story wing addition to an existing building consisting of eight-rooms per floor of independent living units for eight floors and administrative offices on the first floor. The size of the addition is approximately 75,000 SF of new construction. (2) Phase One ?B? consists of converting the two floors of existing independent living units to 84 assisted living units and a health clinic including examination, treatment, lab, pharmacy, etc. Phase One ?B? consists of 25,000 SF of renovation for assisted living and 5,000 SF for the clinic. (3) Phase One ?C? consists of constructing a new one-story, 16-room Memory Support (Dementia) Building with an secured outdoor wander garden and renovating the existing community activity area and the 32-room long term care facility with an secured outdoor social garden. Phase One ?C? consists of 11,300 SF of new construction and 18,300 SF of renovation. (4) Besides miscellaneous site work and landscaping, this project also consists of an outside lot for 46 parking spaces. (5) Minor temporary constructions are required to accommodate residents during construction so that normal operation of the Home can be maintained. This project entails (but is not limited to) work to include the following: Piling, Concrete, Structural steel, Metal decking, Fireproofing, Masonry, Roofing, Drywall, Doors, Windows, Carpet, Paint, Elevators, HVAC, Plumbing, Fire Protection, Electrical power and distribution, Lighting, Security system, Landscaping, and other associated work. The period of performance will be three years from Notice to Proceed. Firms must be registered with the Central Contractor Registration (CCR) in order to receive a government contract award. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction. The small business size standard is $28.5 Million average annual gross revenue over the last three completed fiscal years.
