- NAICS Code: 335999 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to VEMCO Limited, 100 Osprey Drive, Shad Bay, Nova Scotia Canada, B3T 2C1, for the acquisition of Acoustic Telemetry System: (1) VR28 tracking System with VH40 hydrophone array; (1) 30M Haired fairing for towing VH40; (1) VFIN towed depressor hydrophone mount; (62) Transmtrs. V8SC_6L_69.0KHz_R4K_C004/nnn/001-D20/600; (3) VR2-DEL receiver. Each VEMCO transmitter emits a coded series of pulses (not just a single chirp) at 69.0 MHz that a VEMCO receiver uses to uniquely identify each transmitter. This allows for identify each tagged fish individually. The EPA has identified VEMVO Limited the only vendor capable of satisfy the requirement. The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
