- NASA/ARC plans to issue a Request for Proposal (RFP) to replace the 11 ft. wind tunnel vane set #1. The work consist of fabricating vanes and splitter plates and be ready for tunnel installation; demo the existing vane set and install the new vane set within eight (8) weeks installation period. Vane sets consists of 16-24 ft. high x 4 ft. wide vanes constructed of structural steel. The two splitter plates 34 ft. long are comprised of 17-4 ph machined bars with structural steel cover plates. All welding will be 100% mag particle and ultrasonically tested. The tie-in weld of the splitter plates to the tunnel shall be done by a "code stamp shop". The order of magnitude for the procurement is $1 million and $5 million and the effort shall be completed within 251 calendar days after notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program and is advertised under "Full and Open Competition". The NAICS Code and small business size standard for this procurement are 236220 and $28.5 million, respectively. The anticipated release date of the RFP is on or about December 21, 2004 with an anticipated offer closing date of on or about January 21, 2005. The firm date for receipt of bids or proposals will be stated in the RFP. DRAWINGS AND SPECIFICATIONS WILL ONLY BE MADE AVAILABLE ON CDROM. All requests for copies shall be made by email to Robert.L.Guerrero@nasa.gov. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for January 5, 2005 at 10:00 A.M.
