Description
The Naval Research Laboratory (NRL) has a requirement for Security Services for the Navy?s full-scale fire test ship Ex-USS SHADWELL. The ship is located at NRL?s Naval Technology Center for Safety and Survivability at the US Coast Guard Group F&STD, Little Sand Island, Mobile, AL and is accessible by water only. The requirement is for a contractor to provide security, protection, patrol and other related services. Coverage will be required on a 24 hour, 7-day per week basis. The requirement also calls for a Guard Force Manager who will supervise and manage the guard force and maintain coordination and liaison with the Government. A manager/supervisor within the company must be available 24 hours per day, 7 days a week for the purpose of advising and assisting the guard on duty to resolve any difficulties which may be encountered. The contractor shall retain sufficient individuals with qualifications consistent with Federal Wage Category (Guard I) labor classification to provide security patrols. One Guard will be required per shift. The contractor will be required to prepare and submit incident reports and monthly progress reports. The Contractor shall provide water taxi service for the guards to and from the ex-USS SHADWELL. The contractor(s) shall furnish all necessary materials, labor, equipment and facilities, except as specified in the Solicitation as furnished by the Government required to provide these services. The contractor shall comply with all licensing and Government requirements applicable within the City of Mobile, AL. The Government anticipates the contract to be for a period of sixty months. A detailed statement of work and the minimum personnel qualifications will be issued with the solicitation. Paper copies of the Request For Proposal (RFP) will not be provided. A site visit will be held aboard the USS. Ex Shadwell prior to the date for receipt of proposals. Details of the site visit will be provided in the RFP. The Government anticipates an award of a Firm Fixed Price (FFP) Commercial Services type contract. The North American Industry Classification System (NAICS) is 561612. The NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. All responsible sources may submit a proposal, which will be considered by the agency.
