Description
Furnish all labor, materials, transportation, and equipment to replace Channel Light #7, Honolulu Harbor, Honolulu, Hawaii. The work inlcudes removing and disposing of the existing steel structure, construction of a new three pile structure, and surveying to determine the geographical position of the new structure and incidental related work. On site pile driving is permitted only between May 1, 2005 and October 31, 2005. Award of a contract for the acquisition will be made to that responsible offeror submitting a technically acceptable proposal and offering the lowest price. Price shall be the deciding factor among technically acceptable proposals. To be technically acceptable, the offeror's proposal shall conform to the following evaluation factors: (1) Provide evidence that the contractor has experience in offshore concrete pile driving and construction of concrete structures with acceptable results for at least two (2) projects within the last five (5) years; (2) Provide a schedule indicating the new Channel Light 7 structure will be constructed without affecting the function of the existing light; (3)Provide a description or sketch of how the new concrete piles will be held in position and guided with the proper inclination during driving; and, (4) Provide a sketch showing how the barge will be moored (include anchorage) to minimize obstructing the entrance channel. The period of performance is 150 calendar days after receipt of the Notice to Proceed. This procurement is estimated between $50,000 and $100,000 and is full and open. Our office no longer issues solicitations or amendments in paper form. Instead they may be accessed at the following website: http://www.eps.gov. Offerors should register to receive notification of this solicitation. Any amendments issued to this solicitation will be posted solely on this website. This solicitation can be downloaded on December 6, 2004. If it does not appear on that day, please check daily. The date set for receipt of offers is presently January 5, 2005. This date is estimated and may change. For security reasons all Coast Guard Drawings are avilable through the Federal Technical Data Solution (FedTeDS) which will have a separate link on the FedBizOps webpage identified as Technical Data Package. Offerors need to register with FedTeDS and receive a user name and password to be able to download Coast Guard Drawings. NOTE: THIS NOTICE MAY HAVE POSTED ON WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (18-NOV-2004).
