- The 12th Contracting Squadron at Randolph AFB intends to award a contract for the design of an interactive web site for a fitness program. Award will be made in accordance with FAR Parts 12 and 13.5 using Simplified Acquisition Procedures (SAP). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. Solicitation number F7HQSV41540100 is issued as a request for quotation (RFQ). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 01-22&23. The SIC Code is 7371, the NAICS code is 541511, and the size standard is $21 Million. The contract is for the design of an interactive web site for the Headquarters Air Education and Training Command (HQ AETC) Youth Fitness initiative, an overall fitness program with 12 months of themed fitness activities to aide in integrating fitness in Youth Programs. Award is anticipated on 25 June 04. Interested persons may express their interest and capability to respond to the requirement or submit proposals within (10) calendar days after date of publication of this notice of intent. The specific evaluation factors for this provision are lowest price technically acceptable. The resultant single award shall be placed with the offeror that represents the best value to the Government. Performance Work Statement (PWS) AETC Youth Fitness Program 1. DESCRIPTION OF SERVICES: This Performance Work Statement (PWS) is to design an interactive web site for the Headquarters Air Education and Training Command (HQ AETC) Youth Fitness initiative, an overall fitness program with 12 months of themed fitness activities to aide in integrating fitness in Youth Programs. The contractor shall also design a logo and mascots and print posters, fliers, and brochures that compliment the website as part of a thematic marketing package of the program. The web site and fitness program plan should be appropriate to the interest, skills, and abilities of youth 9 to 18 years of age. Execution of the web site will include design, development and maintenance of the interactive web site with capability for youth to register, log on and track their activities, earn points towards incentives, print redeemable reports of points earned, and provide management with methods of tracking participation information. The web site will be the property of HQ AETC following the 16-month performance period. In addition, the contract should include the payment of all annual and monthly fees while the website is in operation. The website should be fully accessible for testing and program training 1 Sep 04. 1.1. Specific Task a. Develop and create a logo and four mascots capable of doing several activities and incorporate the AETC logo. (1) Design a logo and mascots and print posters, fliers, and brochures that compliment the website as part of a thematic marketing package of the program. The marketing package should be accomplished by 15 August 04. The marketing package and website should be designed to increase the level of fitness for an approximate targeted population of approximately 15,000 youth from all 13 AETC bases (15 youth programs). The marketing theme should be designed around the AETC Youth Fit 4 Fun Program. (2) Marketing package designed and developed in and around the design of the website. The overall marketing package and website should be congruent in theme development and design and have similar imagery and icons. The overall marketing package of the program will include the design and printing of the following: 150 Posters 450 Fliers 3750 Brochures (tri-folds) Marketing materials will be sent directly to each program manager by direction of AETC. b. Develop a themed monthly fitness activity program manual for Air Education and Training Command (AETC) Youth Programs. (1) Develop monthly themed fitness programs for use in AETC Youth Programs located at 15 sites in the United States. Each month’s theme will include no less than 8 fitness program activities suitable to the interest, skills and abilities of 9 to12 year olds and 6 suitable to interest, skills and abilities of 13 to 18 year olds. (2) Provide hard copies of at least 10 reference materials, books or manuals used in the development of the themed fitness programs to each program manager by 1 Sep 04. The references materials, books or manuals will be approved by AETC prior to purchase. (3) Completed programs must be provided in 3 ring binder format with attractive color cover and spine using Fit 4 Fun logo, Youth Programs logo, AETC Services logo and Air Force logo. Internal pages must be printed on high quality heavy paper with reinforced holes to fit 3 ring-binder and include a table of contents and 13 tabs, one for each of the 12 monthly themes and 1 tab for resources. Each binder with contents must be shrink-wrapped and mailed to each program manager (one to each program and two to AETC). (4) Examples of monthly theme are conceptual and may be revised by contractor with approval of HQ AETC/SVPC before the contractor continues with full development of the programs. Examples of theme concepts are as follows: Month Theme January Fit 4 Olympic Games February N-Da-Gym (Indoor fitness activities) March March-N (Volksmarch, Drill Team) April Fleet-N-Feet (Jogging, Walking, Hiking) May N-Sports Shorts (track and field/outdoor sport) June Summer’N Olympic Games July Wet-N-Wild (Swimming/Water Sports) August Just-N-Time (Timed Trials/Events) September Relay’N (Team fitness activities) October AETC Command Wide Event (to be decided) November Move’N (Dance, dance team, indoor exercise) December N-the-Zone (Bowling/Basketball/Indoor Track) c. Design, develop, create, host and maintain an interactive web site for the Air Education and Training Command “Fit 4 Fun” Youth Fitness Initiative. (1) Develop and host a dot.com web-site with sharp imagery, icons, sounds and music unique and intriguing to youth 9 to 18 years of age with youth friendly language for all aspects of the site. Graphics should include the Fit 4 Fun Fitness Initiative logo, Youth Programs logo, AETC Services logo and Air Force logo, as well as contractor developed graphics, and highlight youth fitness with moving and static depictions of youth engaged in a variety of physically active roles. Site should be geared toward the PACAF program that can be viewed at http://www.pacaf-f2w.com. (2) If the command obtains commercial sponsorship support for the program, place commercial sponsors’ recognition on the web site and links to the sponsors’ web sites as outlined by HQ AETC/SVPC. (3) The web site must protect participant data and be secure in transmission capability for user registration and for all registration data transmitted to and from the host site and shall contain the following systems: registration page where youth will receive user ID and password (registration requires initial visit to the youth center, thereafter youth will be able to access the site from any computer), registration page will also include relevant participant information and demographics to be determined by HQ AETC/SVPC, a pre-participation and post participation questionnaire; a tracking system for individuals to earn points for self directed fitness activities from a menu of possible activities to be identified by the contractor and HQ AETC/SVPC, participation in Youth Programs fitness activities and events, participation in family fitness event and nutrition question of the week and random bonus points assigned for logging in. Accumulation of points system leads to printable certificate at various levels for participant to redeem for incentives. Youth Programs will provide incentives such as logo imprinted tee-shirts, water bottles, wristbands, headbands pedometers, hats, and/or similar type awards. (4) The web site shall also contain a system for tracking and providing base-level program managers and AETC staff with data such as number of youth participating quarterly at both base and command wide level to include age and gender breakdown, how many youth are at the various point levels to attain incentives by age and gender breakdown, rating scale of the most used self directed and Youth Program activities by participants to assist in future programming plans, a report to AETC at program end of data such as number of participants and points accumulated by each base overall, number of participants overall in each self directed and Youth Program activity broken down by age and gender, number of participants in each AETC command wide event by base, the number of youth reporting in post-program questionnaire an increase in physical activity over what was reported in pre-program questionnaire. (5) The web site must contain a fitness question of the week with a new question each week, geared to youth, for the duration of the program. Options for youth to answer may be true/false or multiple-choice and correct answers should result in automatic award to participants point accumulation toward incentives. (6) Web site must contain a link to each of the 15 Youth Programs monthly fitness calendars. Calendars should be updated monthly with input to the contractor from each Youth Program Director or designee no later than the 15th of each month for the following month and updated by the contractor no later than the 25th of each month for the following month. An electronic template should be provided by the contractor to each Youth Program Director for monthly submission of their base specific fitness program calendar. (7) Contractor will provide electronic help desk technical support to each base and HQ AETC and will provide a way for customers to reach the AETC office if the link established can not be accessed for the duration of the contract and respond to all help desk inquiries within 4 hours of request. 1.2 Deliverables (1) 12 Month themed Youth Fitness Programs Manual within 2 months of contract award date (2) Marketing package accomplished within 2 months of contract award date (3) FIT 4 FUN Youth Fitness website for preview and approval within 2 months of contract award date (4) FIT 4 FUN Youth Fitness website final and fully operational within 3 months of contract award date (5) Electronic Monthly reports NLT 5 days at end of each month from contract award date to end of program (6) Electronic end of program report within 30 days of official program end (7) Template for each youth program to electronically send contractor monthly fitness activity plan for web site within 2 months of contract award (8) Updated base monthly fitness plan no later than 25th of each month for following month each month beginning within 3 months of contract award (9) Base Youth Programs will supply contractor monthly update of fitness calendar no later than the 15th of each month for the following month beginning within 3 months of contract award date. 2. GOVERNMENT FURNISHED PROPERTY AND SERVICES Documentation, support, subject matter experts for youth programs and regulatory requirements relating to Air Force organization, policy or procedures which impact upon this contractual effort shall be provided to the contractor as available and required. 3. GENERAL INFORMATION 3.1. The contractor will provide an interactive administrative web access file that allows HQ AETC/SVPC access to the website for review as it is being developed. 3.2. The contractor will facilitate training for HQ AETC and base personnel with orientation to the web site and how it works. This will be done either by video teleconference, on-site training or through internet to be determined by HQ AETC. 3.3. Period of Performance is 16 months 2004-2005, with 1 performance year option for the web site only. (a) 3 months from award of contract to official launch of the site for use in the programs (b) 12 months of actual program use (c) 1 month from official program end for follow up data collection and reporting by the contractor. (d) One performance year option for web site, 2005-2006 4.
