- The Defense Reutilization and Marketing Service (DRMS), a Primary Level Field Activity (PLFA) of the Defense Logistics Agency (DLA), is seeking sources who can sell government surplus property from 14 European locations. The European locations would be in Germany, Italy, Spain, Iceland, Portugal (Azores Islands), and England. Currently, the revenue from these locations (as a total) has been declining since 1999, but projected to gross at just under $3M per year for the next several years. Some locations (Germany and Italy) generate the vast majority of revenue over other locations (Iceland and Portugal). However, DRMS is seeking sales support from all locations. DRMS costs associated with the sale of this property at these locations has been declining, but are projected to be around $1.5M per year. The type of property available at these locations includes, but is not limited to aircraft parts/equipment, vehicular parts/equipment, hardware, machine tools, agricultural equipment, electrical/electronic equipment, medical/dental/veterinary equipment, household furnishings, ADP equipment, textiles, clothing, and other misc. equipment, parts, and supplies. If DRMS pursues hiring a contractor to sell this property, it is envisioned that the contractor will be able to maximize the revenue stream via a competitive bid process using auctions or sealed bids, while minimizing the cost structure. In order to maximize revenue the contractor would conduct market research, lot property, advertise and sell the government surplus property via a competitive sales method. Other services the contractor may need to provide include, but are not limited to, administer the sale and load out customer conveyances, assist government with property accountability and coordinate with local government office (where property is to be sold) with the general logistics of selling and moving the property. In addition, the contractor would have the option to sell the property from each location or physically move it to another site. However, for planning purposes, moving the property to another site, may become a necessity due to the increasing requirements for keeping U.S. bases secure. Finally, all property must be accounted for and attempted to be sold. DRMS is seeking information regarding a pricing structure for this contract. DRMS may consider a percentage of the revenue generated from subsequent sales actions. Or, DRMS may consider a revenue sharing and cost sharing arrangement. DRMS is inquiring how industry would perceive how a pricing structure would work. DRMS wants to pay a fair price where both parties would have a shared risk rather than all risk weighing on either the government or the contractor. This is an information gathering request only. DRMS reserves the right to determine the final outcome of the pricing structure and solicitation criteria.
