- 17. This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are not being requested, and a written solicitation will not be issued. The solicitation number for this acquisition is NOI 5008 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 2001-25. The National Institute of Allergy and Infectious Diseases intends to procure on a sole-source basis using simplified acquisition procedures with Beckman-Coulter, Inc. for various custom tetramers as indicated: Qty 6 - Tetramer production A0201/CMV; Qty 12 - Tetramer production B5701/HIV gag KAF; Qty 4 - Tetramer production B5701/HIV gag ISP; Qty 2 - Tetramer production B2705/CMV pp65 monomer; Qty 3 - Tetramer production B5701/HIV gag QAS; Qty 3 - Tetramer production MamuA*01/SIV gag CTP; Qty 1 - Tetramer production MamuA*01/SIV pol GSP; Qty 1 - Tetramer production MamuA*01/SIV pol STP; Qty 1 - Tetramer production MamuA*01/SIV env CAP; and Qty 1- Tetramer production MamuA*01/SIV env TVP that are needed to amplify the immune response in HIV-1 infected long-term, non-progressors. The technology for these tetramers was developed at Stanford University and Beckman-Coulter is the only vendor licensed to market their development. This is a continuation of a previous effort as part of NIH/NIAD Project No. Z01 AI 0000585-08 ?Pathogenic Mechanisms in HIV-1 Infection.? Changing variables would prevent the correct interpretation of current experiments in progress and thus cause harm to the mission of the Institute. This is not a Small-Business Set Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 325412 and the small-business size standard is 750 employees. This is a firm fixed-price contract, and the FOB terms are destination to Bethesda, MD. The anticipated period of performance will be 12/31/04-7/1/05.
