Description
The Federal Bureau of Prisons (BOP) anticipates award of a Firm-fixed price, performance based contract with a three year base and up to seven one-year award terms for the provision of a residential Community Corrections Center (CCC) services for male Federal offenders and CCC services with Mother and Infant Nurturing Together (MINT) Program for female Federal offenders located in the San Francisco, California area. It is up to the prospective contractor to propose how they can provide the CCC services which include care, custody, control, accountability, and treatment, including subsistence in the operation of the CCC while following the guidelines as stated in the Performance Work Statement (PWS). The CCC must be able to accommodate 62 male inmate bed space and 10 female inmate bed space for the three-year base period and up to 73 male inmate bed space and 17 female inmate bed space at the beginning of the tenth year of the contract (if the award term #7 has been earned). The requirements are as follows: Base Year # 02/01/2006 - 01/31/2009 - 67,952 (62 Male beds) 10,960 (10 Female beds); Award Term #1 02/01/2009 - 01/31/2010 - 23,360 (64 Male beds) 4,015 (11 Female beds); Award Term #2 02/01/2010 - 01/31/2011 - 24,090 (66 Male beds) 4,380 (12 Female beds); Award Term #3 02/01/2011 - 01/31/2012 - 24,820 (68 Male beds) 4,745 (13 Female beds); Award Term #4 02/01/2012 - 01/31/2013 - 25,620 (70 Male beds) 5,124 (14 Female beds); Award Term #5 02/01/2013 - 01/31/2014 - 26,280 (72 Male beds) 5,475 (15 Female beds); Award Term #6 02/01/2014 - 01/31/2015 27,010 (74 Male beds) 5,840 (16 Female beds); Award Term #7 02/01/2015 - 01/31/2016 - 26,645 (73 Male beds) 6,205 (17 Female beds) Award terms are earned based on the contractor evaluation rating. At the end of the second and third year of the contract, the contractor must have a rating of ?Acceptable? and above to earn Award Terms 1 & 2. In order to be awarded each of the last five one year award terms, the contractor must receive a Contractor Evaluation rating of ?Very Good? for the evaluation periods ending the fourth, fifth, sixth, seventh, and eighth contract years. The solicitation will be available on or about January 13, 2005 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of RFP200-0852-WR will be on or about March 14, 2005. All responsible sources may submit a proposal which will be considered by this agency. Faith-Based and Community-Based organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. No collect calls will be accepted.
