Description
In accordance with OMB Circular A-76, the United States Department of Labor, Mine Safety and Health Administration (MSHA) plans to conduct a Streamlined Competition for its Technical Information Center and Library Services located in Beckley, WV. This activity is currently being performed by 4 government employees. The mission of MSHA Technical Information Center is to provide a comprehensive, accessible source of information on mine safety and health for MSHA personnel and the international mining community to help reduce accidents and health hazards in the workplace. Job functions handled by the Technical Information Center Service Team include: Plan, formulate, coordinate, recommend and implement policies, programs, and projects directed to meet MSHA?s informational needs. Maintain collection of up-to-date and archival material on mine health and safety. Responsible for organizing, accessing and disseminating information related to mine safety and health. Manage and direct the activities of the professional and support staff who have the responsibility for purchasing a variety of print and nonprint materials, managing automated files, developing and maintaining a controlled vocabulary, indexing, reference, shelving, circulating and cataloging. Develop security and operational policies and procedures for the center. Analyze and assess the resources expended in providing MSHA and the international mining community with library/information services. Analyze cost and efficiency of operations in support of the MSHA mission, and recommend how MSHA should allocate its resources to achieve optimal results. Oversees the development of the library collections, the acquisition of books, periodicals, on-line data retrieval systems, and other library materials cataloging, classifying, and processing of the library collection. Coordinate with MSHA staff and conduct extensive and continuing review of the literature to select and acquire print and audiovisual materials to meet the changing needs of the Agency and the mining industry. Coordinate with computer and telecommunications specialists to create improved systems that provide more efficient information transfer to users. Analyze and evaluate the impact of new technological tools on information access and facility modifications to accommodate new systems and requirements. Provide resources for attendees of Academy training courses. Responsible for preserving irreplaceable materials in many formats. Responsible for maintaining the MSHA museum collection at the National Mine Health and Safety Academy. Administer and provide audiovisual equipment services for Academy functions.
