**MODIFIED RFI TO REQUEST SERVICE DISABLED, VETERAN-OWNED COMPANIES. THIS SYNOPSIS REPRESENTS A REQUEST FOR INFORMATION ONLY. NO PURCHASE ORDER WILL BE EXECUTED AS A RESULT OF THIS INFORMATION. USDOS IS LOOKING FOR QUALIFIED SOURCES TO BID ON THESE SERVICES IN MULTIPLE GEOGRAPHIC LOCATIONS BASED ON THE FOLLOWING SCOPE OF WORK: Requirement: Contractor to provide to the Department of State Anti-Terrorism Assistance (ATA) Program administrative, logistical and instructional services for three iterations of underwater search operations, identification, removal and render safe of Improvised Explosives Devises from vessels, docks, piers and harbors. A single iteration will be conducted in the Republic of the Philippines for the Philippine National Police. One iteration will be conducted domestically for three foreign policing agencies (unidentified) in San Diego (or Ft. Lauderdale). A third will be conducted for four foreign policing agencies (unidentified) in a Middle East country as yet unidentified or domestically in San Diego (or Ft. Lauderdale). Each of the iterations are to consist of a ten-day evolution consisting of classroom instruction and practical exercises in planning and implementing search operations as well as coordinating efforts with shipboard personnel in evacuating civilians from an event involving terrorist activities. The instruction required must be a core competency of selected contractor. Contractor must also be able to demonstrate prior overseas experience providing said instruction to a foreign policing agency. The contractor shall utilize only certified Explosive Ordnance Disposal (EOD) Technicians / Divers and Demolition experts, with military experience in underwater explosives response and recovery for all practical exercises. Contractor shall in their proposal outline a Proposed Schedule of Events for each instructional iteration listing each task or event to be completed; assigning the cognizant party or parties responsible for completion as well as proving the necessary time period for the completion of each task expressed in actual working days and hours required for delivery. Instruction: This instruction is to be designed to supplement the current operational EOD and underwater response capability of the Host Nation?s Public Safety Dive Teams through open forum discussions and underwater diving scenarios utilizing live demolition and disposal procedures. At the completion of each iteration, the participants will understand and apply the principles and factors necessary to provide for both the logistics and response elements when conducting successful underwater search and disposal operations. Instruction will concentrate on the planning, logistics, leadership and response elements of underwater search, explosive effects and disposal operations. All equipment necessary to accomplish and sustain this knowledge will be provided by the contractor to each subsequent policing agency trained. Minimum equipment to be provided is listed in Contractor?s Responsibilities. Curriculum content shall include all of the following: ? History of Underwater Explosives and Hazardous Devices ? Limpet and Special Attack Charges ? Underwater Risk Management ? Underwater Response Team Roles and Responsibilities ? Ship Lock-Out and Tag-Out Procedures ? Underwater Communications ? Diving Emergency Procedures ? Underwater Emergency Response Planning ? Underwater Post Blast Considerations ? Introduction to Bottom Search Techniques (Night And Day) ? Introduction to Hull Search Techniques (Night And Day) ? Identification of Improvised Underwater Hazardous Devices ? Remote Removal of Improvised Hazardous Devices ? Disposal of Improvised Hazardous Devices on land and underwater The specific task objectives needed to fulfill the requirements of this instruction are as follows: Upon completion of each of the iterations, participants will be able to: ? Explain and conduct pier and bottom search techniques both night and day to include: - Circle Line - Jack Stay - Running Jack Stay - Star Search - Key Hole Search ? Describe and conduct hull search techniques both night and day to include: - Ships Tag Out - Port and Shipboard personnel coordination of safety and evacuation - Single Tended Diver - Running Gear - Half Necklace - Full Necklace ? Describe, explain and identify improvised underwater explosive devices to include: - Appearance - Fusing and Firing - Marking of Suspect Devices - Underwater blast effects - Safe Diver/Swimmer distances ? Describe and conduct remote removal of improvised explosive devices to include: - Underwater rigging - Hazardous device towing ? Describe and conduct disposal of improvised explosive devices to include: - Non electric / electric underwater demolition procedures - Beaching of live ordnance - Approach and counter charge Contractor Responsibilities: Contractor is responsible for managing overall efforts and coordinating technical, logistical, travel and consultation assistance support as required by the contract. Specifically, he shall ensure: 1. Completion and delivery of a Program of Instruction (POI). 2. Development and delivery of lesson plans, Facilitator and Participant guides, Participant handouts, scenarios, practical exercise aids and equipment lists to support each instructional iteration. Contractor shall deliver all curriculums to ATA for translation and packaging for presentation. 3. Deliver eighty hours of instruction per iterations to DS/ATA-designated Host Nation Dive Teams. This instruction consists of 20 hours of theoretical discussions and practical exercises and 60 hours of practical application with realism being stressed. Instruction will take place Monday through Friday generally from 0800 ? 1700 during all classroom phases. During practical exercises, hours may be extended to ensure all instructional objectives are met. Each instructional iteration is limited to 16 participants. 4. Adequate administrative and logistical support. Contractor shall order, package and ship all equipment to the DS/ATA-designated locations. One-person from contractor will arrive at the training site approximately one week prior to the start date of each instructional iteration. This individual will be the team leader for and coordinator of all actions necessary for the execution of the instructional iteration. 6. Provide an After Action Report within 10 working days of completion for each of the iterations. 7. Completion of other services as defined per the DOS/ATA Program Manager. DS/ATA Responsibilities: 1. The translation of all instructional media. 2. Providing 16 electronic and hard-copy Participant Study-Guide materials per instructional iteration. 3. Providing 4 sets of Facilitator materials in English per instructional iteration. 4. Providing a minimum of two interpreters, (when required) for all phases of Consultations. 5. Coordinating and providing in-country communication equipment to support all instructional iterations. This includes hand-held radios and cellular telephones. 6. Providing all required explosives, demolition materials and related equipment to support all instructional iterations. 7. Providing secure storage for all equipment, consultation material, demolition materials and inert practical exercise aids. 8. Providing coordination and access to administrative office facility for Facilitators/Instructors. 9. Assisting in the provisioning of export licenses required to support execution of tasking. 10. Providing Certified Drivers, Transportation and Security Measures when iterations and surveys are conducted outside of the USA. 11. Send Country-Clearance information for contracted personnel as required. Host Nation Public Safety Dive Teams Responsibilities: 1. The provisioning of and coordinating of all vessels required for conduct of diving operations. 2. The provisioning of and coordinating of all dive operational areas to ensure the safety and security of participants and instructors during instructional operations. 3. Providing boats and dive equipment to support all diving operations. 4. Providing coordination and access to dry-dock facilities per contractor requirements. 5. Coordinating and providing underwater and land demolition ranges as required by the contractor for instructional operations.
