Description
The purpose of this modification is to add paragraph 8 which is a training statement requirement. The 347th CONS/MSCB is seeking sources to establish a Blanket Purchase Agreement (BPA) for Non-personal services in support of U.S. Air Force voluntary off-duty education program to include providing distance learning administration. The Customer Service Distance Learning Administrator will have the following Qualifications: A proven 2-5 years experience in both hardware and software application support being utilized by the distance learning application is preferred. Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work or volunteer experience of at least 1 year is highly desirable. Knowledge of/experience with Air Force computer/network security regulations is mandatory. The individual performing the work must be capable of a DoD security clearance at the ?Secret? level or above. Must be familiar with Air Force Training concepts and methods. Must be able to utilize Microsoft Office Suite (including Internet Explorer), Information Management Tool, and Jetform Formflow Filler. Must be able to type at least 40 words per minute. Must be able to install and operate multi-media software using stand-alone or networked computers. Must be able to troubleshoot software problems. Must have experience in training management and computer analysis. Must have knowledge of Air Technology Network (ATN) equipment for use in Satellite training sessions. Resumes and transcripts shall be submitted with bid packages. Must obtain DUNS number and register as official government contractor prior to acceptance of bid by contracting office. PERIOD OF PERFORMANCE: Contract start date is 1 Oct 04 through 30 SEP 05. The selected contractor/individual must have at least one year remaining at the current duty station to provide for continuity. WORK HOURS/DAYS: The government will place calls for units (a prescheduled four hour block for distance learning and a prescheduled four hour block for customer service). The BTES Team Leader and the contractor may mutually agree to specific work elements/schedules that must be performed to assist in the normal day-to-day technology operations. The pre-determined, routine work units will be scheduled with the contractor no later than 7 days prior to the designated work unit being performed. Normally a minimum of ten (10) units will be worked per week. Units may be worked on federal holidays or when the office is closed or outside the normal work hours of 0700 to 1700 M-F. Occasionally, at the request of the Base Training and Education Services (BTES) Team Leader /or designee, two units may be scheduled in the same workday. Exact days and times of services may be jointly determined by contractor and government in advance and may be modified by mutual agreement according to changing program needs. The DLA shall be responsible for providing a fully briefed substitute service provider of equal qualifications whenever needed. Any such substitute must be pre-approved by the BTES Team Leader/designee. GUIDELINES: All tasks shall be accomplished in accordance with all DoD, Air Force, Air Force Special Operations Command, and local base computer/technology guidelines and regulations. The Air Force Instructions (AFIs) will be made available upon request (some are available through on-line reference material). The DLA will use the AF Distance Learning Site Managers Handbook as a guide to accomplish the referenced tasks in the statement of work. SPECIAL REQUIREMENT: Incumbent must inform the BTES Team Leader of anticipated absence from a scheduled unit at least 24 hours prior to scheduled absence except in emergency situations. Non-emergency leave of 1 week or more must be scheduled with the BTES Team Leader at least 2 weeks in advance and may not exceed two weeks at a time with a maximum of 4 weeks in one fiscal year. MATERIALS AND EQUIPMENT: The government will provide all necessary workspace and access required to fulfill the requirements of this contract. SPECIFIC TASKS: a. Annual Screening. The Distance Learning Administrator distributes instructions to units for identifying their annual Air Education and Training Command Type 6 Technical Training course requirements, provides a format for identifying requirements, establishes a suspense date for forwarding those requirements to the DLA, consolidates the total base requirements and forwards to HQ ACC/DPPT. The DLA will also forward out-of cycle requirements directly to 2 AF/DOI with an information copy to HQ ACC/DPPT. b. Manage and Control Training Materials. Inventory shipments of course materials. Verify the amount of course material and/or tests received are in accordance with the requirements identified during the screening process or out-of-cycle request. Verify currency/version of course material. Notify the appropriate AETC technical training course managers of any discrepancies in the amount of course materials received. Return damaged materials to the appropriate AETC technical training course manager. Establish and maintain a library for high use courses. c. Administer AETC Type 6 Technical Training Courses. Schedule computer based training (CBT) courses for a structured classroom environment. Receive monthly training requirements from units. Verify availability of computer laboratories to support the requested training. Provide units with a final monthly training schedule. Receive names and other pertinent data of students from units scheduled to attend training. Brief students on course requirements and issue course materials. Monitor student?s progress and assist students as needed with computer and software operation. Troubleshoot any software related problems students may have with the courseware. Notify the BTES team Leader of any computer hardware related problems. d. Schedule and Conduct video tele-training (VTT) Courses. Utilize the AETC Distance Learning Guide or Government Education and Training Network (GETN) schedule to determine available broadcast and verify broadcast identified during annual screening and out-of-cycle request. Coordinate with the appropriate training provider to obtain a slot on the ATN downlink. Notify unit(s) when scheduled downlink is confirmed. Obtain names of students from unit(s) and reserve the training room for the scheduled broadcast. On the day of the broadcast the DLA will ensure the training room is fully operational. The DLA will monitor the ATN classroom periodically during the broadcast and will be available to assist with any technical problems that may exist. The DLA will videotape each broadcast and retain the most recent videotape for each course in the library. e. The DLA will administer course critiques for Type 6, Distance Learning, Distance Learning Schools, and Career Development Courses (CDC) in accordance with the training course manager?s instructions. The DLA will send the required completed course information and/or materials in accordance with the training course manager?s instructions to the appropriate location. The DLA will mail the course completion certificates to graduates of a distance-learning course. f. Data Management. The DLA will maintain a database of student enrollment/completion and analyze this data for trends. The DLA will provide a report to the Education Services Team Leader each month. The Education Services Team Leader will provide the DLA with the required report request at least 48 hours in advance. The DLA will use Jet Form Formflow or Information Management Tool to complete required forms. g. Resource Management. The DLA will manage the use of the DL computer laboratory equipment (if applicable) and ATN equipment. The DLA will notify the BTES Team Leader of malfunctioning equipment. The DLA will assist the BTES team Leader in identifying needed upgrades to distance learning equipment. h. Air Force Institute of Advanced Distributed Learning Enrollments. The DLA will verify eligibility of personnel requesting enrollment in USAF Professional Military Education Courses and specialized courses. The DLA will advise personnel of course completion policies. The DLA will use PCIII or other Air Force approved methods to enroll eligible personnel. The DLA will use the CDSAR program or telephone to inquire and respond to customer inquiries of course status. i. Professional Development. The DLA will attend Job Site Training Point of Contact broadcast or any future Air Force method to remain current on Distance Learning methods and procedures. j. Customer Service. Performs general education services customer related duties. Greets customers, determines the purpose for visit, and serves the customer or refers to the appropriate member of the staff or resource material. Schedules counseling and testing appointments, answers the telephone and provides information and referrals as appropriate. Interviews, counsels, and prepares forms for students applying for tuition assistance, correspondence course enrollments, education level changes, applications for waiver of tuition assistance reimbursement, and similar actions. Provides assistance to status of departing students to ensure they have no obligations prior to PCS or separation. Files documents in the education folder and retrieves folders and information as necessary. May assist with using word processing software to create, format, modify, edit, and print a variety of letters, reports, memos, graduation programs, and other textual documents. Assists with CCAF enrollments and student status service. 8. TRAINING: The BTES Flight Chief and Education Services Officer will ensure incumbent is properly trained. If required, the incumbent will travel to another location to receive hands-on-training from another distance learning contractor. The BTES Flight Chief and Education Services Officer reserve the right to approve/disapprove the training site. The funding will be approved by the BTES Flight Chief and Education Services Officer. 9. TERMINATION: Contract may be terminated in accordance with the termination clauses contained within the contract. 10.
