Description
(i) This is combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The reference number is F7390043000100, and the solicitation is issued as a Request For Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-25. (iv) This solicitation is set aside for small business. The associated North American Industry Classification System (NAICS) code is 532490, Other Commercial and Industrial Machinery and Equipment Rental and Leasing, and the size standard is $6,000,000.00. (v) The solicitation can be viewed at http://www.eps.gov/. (vi) The solicitation package includes the Specifications; Wide Area Work Flow Receipt and Acceptance (WAWF-RA) Vendor Instructions; and the Quote Sheet. (vii) This combined synopsis/solicitation is for rental of a VST-5000-I (brand name or equal) Telescopic Aerial Bucket Truck for the 375 Civil Engineering Squadron, Scott AFB IL. The estimated performance period is 20 Dec 04 through 19 Jun 05 with an additional six month option period. (viii) The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Addendum to 52.212-1: The quote shall consist of two (2) parts, as follows: Part I consists of (a) Pricing Schedule and (b) Completed copy of provision FAR 52.212-3, Offeror Representation and Certifications-Commercial Items. The provision may be copied from website http://farsite.hill.af.mil/VFFARA.HTM. Part II consists of one (1) copy of how the prospective contractor can meet the on-site response time as listed in the Specifications. Part II also consists of a prospective contractor providing technical specifications on any "brand name or equal" item. (ix) FAR Provision 52.212-2, Evaluation- Commercial Items, applies to this acquisition. Paragraph (a) is completed as follows: (1) Technical Capability; (2) Price. Technical capability is significantly more important than cost or price (including options). Addendum to 52.212-2, Evaluation Criteria. Evaluation of technical data shall be conducted by a technical team comprised of subject matter experts. Addendum to 52.212-2, Basis for Award. This is a competitive best value combined synopsis/solicitation in which competing offerors technical data will be evaluated on a basis significantly higher than price considerations. The evaluation process shall proceed as follows: (A) The Government technical evaluation team shall evaluate, on a pass/fail basis, proposals submitted by all offerors against the following evaluation factors: Technical specifications for any Brand Name or Equal Items and technical support/response as listed in the specification. Initially, offers shall be ranked according to technical capability. (B) If technical capability is judged to have an exceptional performance risk rating, that offer represents the best value for the Government, and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. (x) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xi) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUN 2004) (DEVIATION), applies to this acquisition. (xii) All responsible sources may submit a quotation, which shall be considered by the Agency. (xiii) Contract award cannot be made to any contractor who is not enrolled in the Department of Defense (DoD) Central Contractor Registration (CCR) program.
