PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SERVICES CLASSCOD:Production--Potential Sources Sought OFFADD: U.S. Army CECOM, CECOM Acquisition Center, Fort Monmouth, NJ 07703-5008 SUBJECT: ULTRA LIGHTWEIGHT CAMOUFLAGE NET SYSTEM (ULCANS) Additional Information SOL U. S. Army CECOM DUE 121304 POC Mr. Thomas Newman, (732) 427-5034 DESC: The purpose of this market research is to solicit information from industry to determine the current capability to support the production of ULCANS camouflage systems. The Army has plans to solicit a new production contract during the government fisc al year of 2005. The Army anticipates that this will be a 5-year IDIQ contract with up to 5 Option Years. This new contract shall produce four configurations Woodland Radar Scattering, Woodland Radar Transparent, Desert Radar Scattering and Desert Radar T ransparent, and will allow for the development of other ULCANS variants such as Snow/Artic, Urban and Aviation. Production rates of up to 10,000 Systems and 2,000 spare nets per month are anticipated. The Government may award to multiple vendors in order to meet the required production rates. Each variant shall comply with the standard physical configurations consisting of camouflage screens, repair kit, operator/maintenance manual, storage/ transport containers, support system set consisting of 24 ground stakes, 12 screen support poles, 6 shape disrupters and separate storage/transport container. Key Performance Parameters: ULCANS must provide concealment by multiple sensors, and be interoperable with the current ULCANS Systems produced under the existin g contract. The following info is provided to potential offerors: ULCANS is on the Military Critical Technologies List (MCTL). The version of the Performance Specification to be used for this acquisition will be PRF 53134 Rev. E. This is a controlled document and will only be released to established U.S. DoD contractors. All U.S. DoD contractors who receive this specification wil l be required to control this document, as specified in the International Traffic in Arms Regulations (ITAR). First Article Testing (FAT) will be required on this contract. All Industry Day attendees must submit Visitor Requests to Mary Jane Sclafani, ph one: 732-427-5466; FAX: 732-532-9132. Include Name, Security Clearance Information, Gov't POC (Mr. Thomas Newman), Date of visit, and Purpose of visit. State if attendee is an American citizen or Foreign National. If Foreign National, you must provide yo ur Social Security number. State whether the company you represent is foreign or American owned. Contractors will be required to have a secure facility and be able to manage documents as a Secret level. Please provide information back to the Government in the following areas: 1) Describe the types of items you currently manufacture. 2) Provide some evidence of past\current contracts with the DoD. 3) What other DoD contracts do you currently have that may limit your ability to meet the current required quantities? 4) Have you ever manufactured multi-spectral camouflage that provided concealment from visual, radar, IR, thermal sensors? 5) What are your current manufacturing capacities? 6) If you plan to employee non-U.S. residents, what procedures will you use to control access to classified or controlled documentation? 7) Do you plan to participate as a prime or team\sub The Government intends to host an Industry Day at Ft. Monmouth NJ on 16 Dec 04 at 9:00 AM. Seating will be limited, therefore request interested potential offerors limit attendance to 3 people per firm. Directions from Newark International Airport (EWR ): Follow signs for airport exit to the New Jersey Turnpike (NJT). Take NJT South to exit 11 (Garden State Parkway (GSP)).
