- The US Army Corps of Engineer, Humphreys Engineers Center is in need of a contractor to perform radiological surveilance for the deactivated nuclear power plants, 01 January 2005 to 31 December 2005 per attach statement of work for Clin 0001. Clin 0 002 is an option clin for the same period of performance. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This anno uncement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The following FAR provisions apply: 52.212.1, Instructions to Oferors-Commercial Items. Additional FAR and DFAR clauses are applicab le: 52.212-4, 52.212-5, 52.222-26, 52.222-35, 52.232.225-7001. CLIN 0001 SCOPE OF WORK AND SERVICES RADIOLOGICAL SURVEILLANCE CY 2005 OBJECTIVES: The objectives of this contract are to: A. Perform radiological surveillance of the MH-1A and SM-1 deactivated nuclear power plants for the first, second, third and fourth quarters of CY 2005 and perform annual radiological surveillance of the SM-1A deactivated nuclear power plant during the th ird quarter of CY 2005. B. Observe the security measures, structural integrity, and the radiation protection activities during the site inspections at the SM-1, MH-1A and SM-1A facilities in CY 2004. C. Prepare annual reports for CY 2005 on the SM-1, MH-1A and SM-1A as required by AR 50-7 and the respective reactor possession permits, radiation protection programs, and decommissioning plans. D. Authorized Communication. If the Contractor is required to collect general or background information, this effort shall be limited to compiling information from installation centralized records and from discussions with installation personnel. Commun icating with Federal, state, or local regulatory officials is authorized only for the purpose of collecting information and questions regarding interpretation of regulatory requirements. Release of any information about the work being performed, or any co nclusions, is the responsibility of the U.S. Army Corps of Engineers, Military Programs, Environmental Division, with advice and counsel from the Public Affairs Officer, and Staff Judge Advocate. These objectives will be accomplished as outlined below: The duration of these projects is from 1 January 2005 though 31 December 2005. Task 1. Perform quarterly the radiological surveillance on the MH-1A and SM-1 Nuclear Power Plant Facilities as required by their applicable surveillance plans for the duration on this contract. Perform the radiological surveillance on the SM-1A Nuclear P ower Plant facility as required by its surveillance plan, annually during the third quarter of the calendar year. This will include: a. Retrieving and replacing TLDs at the location specified. TLDs shall be specifically designed to provide optimum environmental monitoring and packaged to maintain integrity throughout the specified monitoring period. b. TLDs shall be analyzed using a NVLAP approved personnel dosimetry service that has an environmental dosimetry quality assurance program. c. Collecting air, soil, water and sediment samples of the quantity and at the locations specified. Preserving samples as appropriate and maintaining chain-of-custody. d. Determining the alpha and beta activity in the samples using Method RP710, Laboratory Method for Gross Alpha and Beta Activity Determination, from the DOE Methods for Evaluating Environmental and Waste Management Samples, DOE/EM-0089T (attached), or equ ivalent measurement and quality assurance procedures submitted fo r USACE approval. e. Recording and reporting the results of TLD readings and sample analyses in numerical format including the minimum detectable concentration and estimated error in the appropriate units for each radiation measurement. f. Completing appropriate logs. g. Inspecting and noting the condition of all signs and labels relating to the radiological safety at the facility. h. Notify immediately the Humphreys Engineer Center Safety Office at 703-428-6246 of all degraded, damaged or illegible signs that need repairing or replacing. i. Noting locations where additional signs or labels should be posted, IAW reactor permits, AR 50-7, AR 11-9 and the best professional judgement of the contractor, and reporting this to the Humphreys Engineer Center Safety Office at 703-428-6246 for determ ination of further actions. j. During the inspection, surveying random and biased locations for removable contamination, and monitoring random and biased locations for radiation that would indicate a breach of containment or spread of contamination from the sealed portions of the rea ctors. Biased sample location could be areas of surface cracking identified during the structural engineering survey performed by other parties. k. Performing random direct radiation surveys to ensure that the highest levels of radioactivity are being monitored with the TLDs. Reporting the areas surveyed, the range of values observed, the instrument used and its associated calibration information. Task 2. The entire floor surface within the restricted areas of the SM-1 will be surveyed annually at every 5 square meter grid point with a radiation detection instrument calibrated in ?rem/hr, starting at the nearest corner of the room, just inside the primary door leading into the restricted areas. The dose rate in ?rem/hour at each grid point will be transcribed to a near scale drawing of the restricted areas. Each reading will be taken at 1 meter above the floor surface. Each survey location will be marked on the floor surface with an X and a number to correspond to the drawing. A report indicating the type of instrument used and a copy of scale drawing with all readings will be provided with the annual report. Task 3. Observe the security measures and structural integrity quarterly at the MH-1A and the SM-1 facilities, and annually at the SM-1A facility. This will include: a. Incorporating the reports submitted by agreement agencies for completeness and conformance to the surveillance requirements in the attached plans. Task 4. Prepare an Annual Report for calendar year of this contract on the MH-1A, SM-1A and SM-1 facilities as directed in the attached plans and the rector permits, and forward 2 copies of each report before 1st March of the following year to: DIRECTOR US ARMY HUMPHREYS ENGINEER CENTER SUPPORT ACTIVITY ATTN: CEHEC-SH, Safety, Security and Occupational Health Office 7701 Telegraph Road Alexandria, VA 22315-3860 Attached are: a. Chapter A, SHIP SURVEILLANCE PROGRAM Paragraph 1.0 STRUCTURAL SURVEY. Perform: Item 1, All entrances secured, and Item 2, All alarms functioning, and Item 4, locks and seals inspected, and Item 7, inspect for leaks. Paragraph 2.0 RADIOLOGICAL SURVEY. Perform: Item 2.1 RADIOLOGICAL SURVEY, Sub item 2.1.1 THERMOLUMINESCENT DOSIMETERS, and Sub item 2.1.2 AIR & WIPE SAMPLES. Chapter B. ENVIRONMENTAL SURVEILLANCE PROG RAM. SCOPE OF WORK CONSULTANT SERVICES CY 2005 BACKGROUND: The U.S. Army Corps of Engineers (USACE) has three deactivated nuclear power plants: SM-1 at Fort Belvoir, VA; SM-1A at Fort Greely, AK; and MH-1A at the James River Reserve Fleet, VA. Memorandum (CESO-ZA (385-80)), Subject: The Army Nuclear Reactor Program, dated 25 Jan 1994, assigned nuclear engineering responsibility for USACE functions in the Armys Nuclear Reactor Program to the U.S. Army Corps of Engineers. The U.S. Army Corps of Engineers, Military Programs, Environmental Division (CEMP-R) is responsible for performing radiological, environmental and structural surveys on the deactivated nuclear power plants to ensure that they are in a safe condition a nd do not present a safety hazard to the public. The CEMP-R provides a representative to the Army Reactor Council (ARC). SCOPE OF WORK: The consultant shall: a. Provide technical services to the CEMP-R on the interpretation and comprehension of the three deactivated nuclear power plant radiological and environmental survey reports. b. Provide technical consultant services to the CEMP-R ARC representative at ARC meetings. c. The consultant will attend ARC meetings with the CEMP-R representative as requested. d. Provide additional services as required by the RPO to maintain compliance with Permits. e. Authorized Communication. If the Contractor is required to collect general or background information. CLIN 0002 -OPTION Scope of Work for Environmental Monitoring of the Savannah The following is the work scope for the Environmental Monitoring of the Savannah at its anchorage in the James River Fleet. This work scope will follow all of the elements of the program followed by the State of South Carolina except for the elimination o f the TLD badges at the ticket office and the adjacent ships. A. Semi-Annually 1. Place 5 element environmental TLDs in the 44 designated locations on the Savannah, and one TLD on the port side of the Fan House of the Sturgis. A control badge will be kept in the Port Captain's office. 2. Take water and sediment samples on the side of the Savannah that is away from the Sturgis, fore and aft. 3. Monitor the designated areas of the Savannah for fixed and removal contamination. B. Quarterly 1. Take quarterly water and sediment samples between the Savannah and the Sturgis, fore and aft. C. Reports 1. A written annual report shall be submitted to the Office of Nuclear Reactor Regulation, U.S. Nuclear Regulatory Commission, Washington, D.C. 20555, prior to March 1 of each year. D. Meetings 1. Attend annual Review and Audit Committee Meeting and NRC meeting. 2. Attend one week meeting in 3rd or 4th Quarter FY05 for anticipated start of reactor characterization of N/S Savannah.
