Description
REQUEST FOR INFORMATION (RFI) FOR USMC Technical Manual Sustainment Support 1.0 SUBJECT This is a Request for Information (RFI) for capabilities and knowledge related to the sustainment and maintenance of United States Marine Corps Technical Manuals. The USMC is in the process of converting its? entire technical manual (TM) portfolio in to Standard Generalized Markup Language (SGML) with accompanying Computer Graphic Metafile (CGM) Vector graphics. The future logistics data repository, known as the Marine Corps Logistic Enterprise Data Repository (MCLEDR), is a content management system with an Interactive Electronic Technical Manual (IETM) delivery capability. Elements of potential software that MCLEDR will encompass are listed in paragraph 3.0 below. Planned future requirements include contractor-supported sustainment and maintenance of technical data for each Product Group and separate Program Managers within the Marine Corps Systems Command (MCSC). 2.0 DESCRIPTION MCSC has identified the requirement for Technical Manual sustainment support to be utilized in conjunction with the Marine Corps Logistics Enterprise Level Repository. This initiative will span all Product Groups and separate Program Managers to ensure all Technical Manuals are timely and accurately maintained in accordance with Marine Corps Systems Command requirements. 3.0 REQUIREMENTS This section enumerates the high-level functional requirements for Technical Manual Sustainment Support. For purposes of responding to the RFI, requirements in the form of Technical papers, brochures, and knowledge/operational experience of related software presented below are desired. The following requirements should be addressed along with any other relevant information. Address knowledge and experience in the use (not maintenance) of: o Itedo IsoView 5.0 o Itedo IsoDraw 5.0 o ArborText, Epic (publishing engine) 4.3.1 o ArborText, E3 (publishing engine) 4.3.1 o Autocad LT 2005 o Citrix 1.8 o Oracle 9.2.0.4 o Windows 2000 client software o Internet Explorer 6.0 Address knowledge of and experience in Text Authoring and Maintenance: o Importation of documents o Parsing of documents o Use of XML and SGML for document formatting purposes o Use of XML and SGML for content storage/data organization purposes o Initial conversion of technical manuals (TMs) to XML and SGML tagged documents o Creating links between objects within XML and SGML document o Proofreading converted XML and SGML tagged TMs. o Troubleshooting and fixing problems in an XML and SGML tagged document. Problems potentially include: Linking problems Formatting Document won?t parse o Defining categories of content to organize the structure of an Interactive Electronic Technical Manual (IETM) enabling the user to browse content o Creating/populating document metadata o Using ArborText Epic to author IETMs/XML/SGML o If you have used other text authoring tools please list. Address knowledge of and experience in Graphic & Drawing Creation and Maintenance: o Scanning hardcopy images or drawing for use in an IETM o Creating hotspots on CGM format images o Using Itedo IsoDraw to edit CGM drawings o Creation and editing of scalable vector graphics (SVG) drawings o If you have used other image/drawing editing tools (such as Adobe Illustrator or Corel Draw) please list. Address knowledge of and experience with General TM Creation, Delivery, and Disposal: o Using document check-in/check-out functionality to maintain different document versions o Using electronic workflow tools to manage TM publication o Re-using the same document content such as text or drawings in multiple places within a TM o Managing different configurations associated with a specific product o Configuring and using a search tool to work with TM content and metadata o Utilization of integrated case-based reasoning technologies o Creating stylesheets to present content o Releasing / publishing approved content (release management) o CD-ROM publication o Delivery of personalized content to users o Creation and maintenance of a content distribution network (list) o Archiving content o Destruction / deletion / disposal of obsolete content o Printing of TM in whole or part (frame, chapter, procedure, diagram, entire document) o Notifying users when TM content has changed o Administration of role based user access/right to create, view, edit and delete specific portions of content Address knowledge of and experience with the following data formats: o MS Office o PDF o XML o SGML o HTML o RTF o Notepad o CGM vector o SVG o Common Raster 4.0 EXPECTATIONS Responders must address the functional requirements specified above. It is understood that most respondents will not possess expertise in all identified areas; however, responses should indicate the level of knowledge and abilities for each, to include ?none?, where applicable.
