- The U.S. Environmental Protection Agency requires architect-engineer (A-E) services in the states covered by EPA Regions 6, 7, 8, 9, and 10. Within those Regions, EPA currently operates facilities in 8 states: Oklahoma, Texas, Kansas, Colorado, Nevada, California, Oregon, and Washington. Any resulting contract will be an indefinite-delivery, indefinite-quantity (IDIQ) type contract, under which task orders shall be issued for individual projects. EPA may elect to award multiple IDIQ contracts for the services described herein. Each contract will have a one-year base period and four one-year option periods, for a maximum performance period of five years. It is anticipated that each contract will specify a minimum order amount of $25,000 and a maximum order amount of $10,000,000 over the life of the contract. Services which may be required under any resulting contract include schematic design, final design development, and construction phase services for various construction and alteration projects; A-E studies, surveys, soil borings, investigative reports, and design criteria development; revision of A-E drawings to reflect facility modifications; and development of site and utility plans. Types of projects may include (1) additions, alterations and modifications to existing analytical, research, and office facilities, (2) building system modifications and utilities upgrades, (3) site improvements, including security enhancements, (4) design of fire protection and detection systems and building security and alarm systems, and (5) construction phase services for ongoing projects. Firms will be evaluated according to the following criteria, which are listed in descending order of importance: (A) Demonstrated experience and technical competence in performing programming, design, and construction phase services (including sustainable building and site design), and energy modeling services for analytical and research laboratories and laboratory support facilities, (B) Professional qualifications of proposed key personnel in all major architectural and engineering disciplines, (C) Capacity of the firm to complete task orders within a reasonable time period, including depth of professional staff in the major A-E disciplines and depth of support staff, (D) Record of past performance on contracts of similar size and nature with respect to quality of work, cost control, and compliance with performance schedules, and (E) Location in the general geographic area of the project, with preference given to those firms located within 200 miles of Ada, OK, Denver, CO, Las Vegas, NV, Corvallis, OR, and Manchester, WA. This procurement is a 100% set-aside for small business concerns. The applicable North American Industry Classification System (NAICS) Code is 541330, "Engineering Services", and the relevant small business size standard is average annual receipts for the last three fiscal years not exceeding $4.0 million. Firms desiring consideration shall submit, via express mail or courier, five (5) copies of Standard Form 330, Architect-Engineer Qualifications, Parts I and II, to the following address: U.S. EPA, Attn: Rolly Santos, Architecture, Engineering and Asset Management Branch (3204R), 1300 Pennsylvania Avenue, NW, Room M311, Washington, D.C. 20460. Note that a separate Part II of the SF 330 is to be submitted for each firm that will be part of the team identified in Part I.
