- The U. S. Environmental Protection Agency [U. S. EPA] Environmental Sciences Division intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures, to Don Cole, under the authority of FAR Part 6.302-1. The purpose of the acquisition is to provide High Performing Organization training as follows: The U S EPA ERD in Athens Georgia, requires continued High Performing Organization training from Don Cole to continue activities to implement the HPO change model and to work with staff on issues relating to project management, implementation of the vision statement, and development and implementation of long range plans for the investment of resources. Individual career coaching sessions will also be conducted. The requirement is for: 1. Quarterly on-site visits lasting two days; 2. Telephone consultation/coaching as needed, not to exceed ten [10] hours per year for senior management. Agenda for each two day visit: Each Branch two hours [total six hours] Each Branch Chief one hour [total three hours] Achieving Change Team two hours Program Operations Staff [POS] two hours POS Director one hour One-on one as requested one hour Division Director one hour Total sixteen hours. Price shall include all travel, hotel, per diem, and any other miscellaneous expenses. All sessions will be conducted by Don Cole using the Pickering High Performance Organization Model. Period of Performance: January 1, 2005, through December 31, 2005 Discussions will cover agenda items as suggested by staff, and will proceed as outlined below: 1. The story so far ? what have we done to get where we are today? 2. How do we tell if we have a high performing working group ? what would one look like? 3. How much can we expect to improve within our set parameters? 4. How do we enable people and teams to work the levers of the change model? What are some better practices to work the spirals within groups? 5. How can we learn from what others have done to initiate and sustain change? 6. Continue to show the relevance of the change model to the current situation ? share the current and latest thinking in HPO. 7. How can we build capacity for support to help change? 8. Enhance communication ? why change? Provide examples on how to communicate effectively. 9. How can we continue to network and sustain the community? What is the future of change here at EPA? 10. Homework assignments to prepare for the next HPO meeting ? what do we need to do beforehand to get the most benefit from this training? The NAICS code for this procurement is 611430. It has been determined that because of the past work of Don Cole, he is the only vendor uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE [RFQ] IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA?s requirement as stated herein may submit a response, which if received within 15 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
