Description
NASA/MSFC has a requirement to continue planning and execution support for Program/Project Management and Systems Engineering in support of the Marshall Space Flight Center. The requirement is for completion of Exploration Systems Mission (ESMD) management planning documentation, including an ESMD Program Manager's Handbook, and ESMD Simulation Based Acquisition Requirements Document, Modeling and Simulation Support Plan, Concept of Operations, System Engineering Management Plan, Risk Management Plan, and Verification, Validation, and Accreditation Policy and Implementation Plan. NASA/MSFC intends to purchase these services from QTEC, Inc. as a sole source requirement. QTEC, Inc. currently supports this effort and the information and knowledge held by QTEC, Inc. precludes conducting a full competition at this time for the short duration effort required and the critical milestones for the program in the immediate future. Competition is impractical because the support to the above identified activities is already in progress using QTEC and MSFC personnel and these activities rely heavily upon the processes and technical expertise obtained during the current effort and the information gained from this process cannot be duplicated or communicated to another vendor in a timely manner to avoid impact to required delivery schedules. This potential award is for a bridge, not to exceed a six (6) month period of performance, from the effort currently under way until a competition can be conducted for the final stages of the support required for the ESMD. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Kimberly J. Adams, PS41, via email to kimberly.j.adams@nasa.gov not later than 3:30 p.m. local time on 13 December 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
