- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst NJ, has a requirement for the acquisition of an organizational level Air Traffic Control (ATC) / Identification Friend or Foe (IFF) Transponder Interrogator Test Set for US Air Force and Navy maintenance activities. The contractor shall manufacture and test the units in accordance the requirements of the performance specifications, the engineering Statement of Work (SOW) and the logistics SOW to be provided with the solicitation. The test set must be AIMS (ATC IFF MARK XII System) certified. The test set must test critical characteristics of MARK XII interrogators and transponders such as pulse width, pulse spacing, frequency, reply efficiency, peak power, and sensitivity in radiated and direct connect test setups in performing pre-flight checks, checkout, and troubleshooting of systems. The test set must test Modes 1, 2, 3/A, C, & 4 for interrogators and transponders, Mode S for equipped transponders, and simulate Mode C & Mode S intruders for TCAS systems. The test set must be capable of testing all modes and testing each mode individually. The test set shall display test results and code settings on an easy to read display in direct sunlight and darkened conditions. This requirement shall be fulfilled by supplying commercial items as defined by Section 2.101 of the Federal Acquisition Regulation. The Government is anticipating a 5-year firm-fixed-price indefinite delivery/indefinite quantity contract with a minimum of 323 and a maximum of 1750 test sets. Two bid samples will be required to be submitted with proposals as well as results and reports as appendicies demonstrating compliance with the solicitation requirements. The bid samples will undergo shipboard electromagnetic environment compatibility and suitability testing in a technical evaluation. The Government intends to award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government technical, past performance, experience and price considered.
