- (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number HQ0095-05-R-0003 is a Request for Proposal (RFP) for Transcription, Television Monitoring Services and Internet/Web Services as described herein. (iii) This reference number and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001-25, dated 05 October 2004. (iv) The applicable NAICS code is 519110 and the corresponding size standard is 500 employees. The Small Business Competitiveness Demonstration Program does not cover this procurement. (v) LINE ITEMS (CLINS): The period of performance under this contract is 5 years (1 base year of 12 months and 4-12 months option periods under a Firm Fixed Price Arrangement. Performance start date is 1 November 2004. Base - 11/1/04 – 10/31/05. CLIN 0001 Transcription Services; CLIN 0002 Television Monitoring Services; CLIN 0003 Internet/World Wide Web News Service. Option I - 11/1/05 – 10/31/06. CLIN 0001 Transcription Services; CLIN 0002 Television Monitoring Services; CLIN 0003 Internet/World Wide Web News Service. Option II - 11/1/06 – 10/31/07. CLIN 0001 Transcription Services; CLIN 0002 Television Monitoring Services; CLIN 0003 Internet/World Wide Web News Service. Option III - 11/1/07 – 10/31/08. CLIN 0001 Transcription Services; CLIN 0002 Television Monitoring Services; CLIN 0003 Internet/World Wide Web News Service. Option IV - 11/1/08 – 10/31/09. CLIN 0001 Transcription Services; CLIN 0002 Television Monitoring Services; CLIN 0003 Internet/World Wide Web News Service. (vi) DESCRIPTION OF THE REQUIREMENT: Statement of Work A. BACKGROUND INFORMATION The Assistant Secretary of Defense – Public Affairs (ASD(PA)) serves as the principal staff advisor and assistant to the Secretary of Defense (DoD) public information, internal information and all related matters. Critical to the mission of the Office of the Assistant Secretary of Defense – Public Affairs (OASD(PA)) is the ability to access news information sources on a real-time basis in order to provide public affairs guidance to the Department’s senior leaders on breaking news and on public opinion concerning Defense-related matters. 1. Transcription Services. Vendor will provide transcripts of DoD briefings and press conferences, via e-mail, which will then be posted by the subscriber to the appropriate web page of the Department. Additionally, vendor agrees, upon request from the subscriber, to transcribe and e-mail to subscriber other weekday DoD and military service briefings, speeches and statements. Also, upon request of subscriber, vendor will transmit transcripts of additional requested coverage residing in vendor database. 2. TV Monitoring. Vendor shall monitor TV news and public affairs programs on networks of more than 200 local and cable television stations throughout the United States based on keyword input provided by subscriber. 3. Internet News Site. Subscriber requires the ability to conduct information research via sources that are accurate, up-to-date and provide timely information. To support this research need, it is required that we have access to a site that will enhance our current ability to obtain such information not available through other means. Also requires the ability to have same day verbatim transcripts of American and International leaders on matters of official Government policy and other news issues of the day. Must have access to transcripts of Presidential statements, briefings at the White House, State, Defense and Justice Departments; speeches and press conferences of major political leaders and spokesperson; and Congressional hearings. B. PURPOSE AND OBJECTIVES OF THE AWARD This contract will become a key mechanism in the provision of up-to-date information to the media and the public as required by the public affairs charter. Through this contract (OASD(PA)) will have a snapshot of information from around the country on which to base information and communication decisions. C. VENDOR REQUIREMENTS 1. Vendor authorizes Subscriber to post to the appropriate web page of the DoD Internet site those vendor transcripts of DoD briefings and press conferences produced by vendor for its transcript wire service and Internet database. 2. Vendor agrees to convert these transcripts to Microsoft Word format and email them to an email address specified by the Subscriber immediately after the transcript is completed. The subscriber agrees to wait at least 60 minutes after receipt of the emailed transcript before posting it on the DoD web site. 3. Vendor agrees, upon request, to transcribe and email to Subscriber other weekday DoD and other military service briefings, speeches and statements. The Subscriber agrees to provide vendor at least two hours advance notice of its need for additional coverage but vendor understands breaking developments may not always make this possible. In such an event, Subscriber agrees to provide as much advance notice as possible. 4. Vendor agrees, upon request by subscriber, to transmit the transcripts of additional request coverage on the vendor Transcript Wire Service, to post the transcripts on the vendor Internet database and make the transcripts available to Nexus-Lexus. 5. Vendor agrees to monitor TV news and public affairs programs on networks of more than 200 local and cable television stations throughout the United States for mention of keywords provided by subscriber, and e-mail to subscriber. Monday through Friday, vendor will provide a daily listing report summarizing any news stories mentioning these key words, the network or station name and city, name of program and time it aired. The Monday report shall include monitoring results of the prior Friday, Saturday, and Sunday. D. GOVERNMENT RESPONSIBILITIES General: To assist vendor to achieve greatest possible spelling accuracy of the transcripts, subscriber agrees to provide vendor by fax or e-mail a list of correct spellings of names, places, acronyms and any other unusual words used in briefings. E. CONTROL PROCEDURES Performance by vendor is subject to any occurrence that arises out of causes beyond the control and without the fault or negligence of the contractor, and payments shall not be affected by any interruption caused thereby, if vendor can establish that it was not in default or that failure to perform is excusable. (vii) None. (viii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1 Instructions to Offerors- Commercial Items. The following provision is being added as an Addendum: FAR 52.214-31 Facsimile Bids/Quotes, Bidders may submit facsimile bids as responses to this Solicitation. (ix) The following provision does not apply to this acquisition: FAR 52.212-2 entitled Evaluation – Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government price and other non-price factors considered. Technical capability will be rated. Price will be considered. The Government will rate each offeror(s) technical capability based on the following sub factors in order of importance: (1) 95% transcription rate without errors (2) An event of 30 minutes transcribed within 2 hours (3) An event of 31-45 minutes transcribed within 4 hours (4) Digital and analog submissions allowed, to include direct feed over the phone line (5) Transcripts accepted between 0800 and 2000 on weekdays and (6) transcripts accepted on weekends between 0900 and 1700. Technical capability will be rated solely on the content of the information submitted. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government’s evaluation team to make an adequate technical assessment of the proposal as to meeting the technical capabilities. (x) Offerors are to include a completed copy of provision FAR 52.212-3 entitled Offeror Representations and Certifications- Commercial Items. (xi) The following provisions apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions – Commercial Items. Addendum to the above clause is FAR 52.243-1 Changes – Fixed Price. (xii)The following clause is applicable to this acquisition: FAR 52.212-5 entitled Contract Terms and Conditions Required to Implement Statutes Or Executive Orders – Commercial Items. The following FAR Clauses within the aforementioned clause are being selected as applicable: 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-41, 52.222-42, 52.222-43, 52.222-44 and 52.232-33. (xiii) Other applicable clauses/provisions: FAR 52.217-5 Evaluation of Options, FAR 52.217-9 Option to Extend the Term of Contract, FAR 52.217-8 Option to Extend Services, FAR 52.232-18 Availability of Funds for Next Fiscal Year. DFAR 252.204-7004, Required Central Contractor (CCR) Registration, is applicable to this requirement.
