- DESCRIPTION THIS IS AMENDMENT NO. 2 TO COMBINED SYNOPSIS/SOLICITATION NUMBER RFQ- DCCA-050017 “Satellite Distribution Services.” This solicitation is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 13.1 and as supplemented with additional information included in this notice at the National Science Foundation (NSF) website for this solicitation: http://www.nsf.gov/home/about/contracting/index.cfm. This announcement constitutes the only solicitation or Request for Quote (RFQ) and will follow Simplified Acquisition Procedures (SAP), FAR Part 13. Responses are requested pursuant to this announcement. All responses shall reference Solicitation No. RFQ- DCCA-050017 “Satellite Distribution Services.” This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 01-24, as if stated in full text, as well as the terms and conditions of FAR 52-212-1. The NSF anticipates awarding a Blanket Purchase Agreement (BPA) as a result of this solicitation. The anticipated period of performance is five (5) years with one (1) base year and up to four (4) option years. This acquisition is set aside for small businesses. CONTRACT LINE ITEM NUMBERS (CLIN) – The following items are required to support the Government operations at the NSF. The contractor shall provide the services in accordance with the following. BASE YEAR CLIN DESCRIPTION UNIT UNIT PRICE 0001 Identify the personnel classifications to be 1 Hour $ provided under this contract 0001a Identify the equipment and supplies to be each $ provided under this contract OPTION YEAR ONE CLIN DESCRIPTION UNIT UNIT PRICE 0002 Identify the personnel classifications to be 1 Hour $ provided under this contract 0002a Identify the equipment and supplies to be each $ provided under this contract OPTION YEAR TWO CLIN DESCRIPTION UNIT UNIT PRICE 0003 Identify the personnel classifications to be 1 Hour $ provided under this contract 0003a Identify the equipment and supplies to be each $ provided under this contract OPTION YEAR THREE CLIN DESCRIPTION UNIT UNIT PRICE 0004 Identify the personnel classifications to be 1 Hour $ provided under this contract 0004a Identify the equipment and supplies to be each $ provided under this contract OPTION YEAR FOUR CLIN DESCRIPTION UNIT UNIT PRICE 0005 Identify the personnel classifications to be 1 Hour $ provided under this contract 0005a Identify the equipment and supplies to be each $ provided under this contract SCOPE OF WORK The Contractor shall provide the personnel, facilities and/or supplies required to perform the duties outlined in each individual Statement of Work for the National Science Foundation (NSF) located at, 4201 Wilson Boulevard, Suite 1245, Arlington, VA 22230. REQUIREMENTS The contractor shall provide the personnel, facilities, and supplies and do all things necessary to distribute via satellite, 5-10 minute VNR/B roll packages consisting of b-roll and various sound bites to be used for television news. The packages will focus on NSF-funded research; topics and b-roll will be chosen and produced by NSF. With each order, the contractor shall deliver the following services: 1. At least 2 days prior to the satellite up-link, the contractor shall write and send an “alert” via fax and email on NSF letterhead, to no less than 800 news contacts at national networks/affiliates (CBS, ABC, NBC, FOX), independents, cable networks and syndicated news programs and broadcast websites advising them of the feed. The contractor will make pitch phone calls to key contacts. All written materials should be approved by NSF. 2. The contractor shall distribute via satellite one 5-10 minute VNR/B roll package containing b-roll and sound bites provided by NSF. Each package will be fed twice. 3. The contractor shall place the news release on a 1-800 fax demand system for easy retrieval of background information by broadcasters. 4. The contractor shall SIGMA encode the tape for the feed and send an encoded Betacam SP to NSF for hard copy distribution. 5. The contractor shall monitor and send a report of broadcast usage to NSF for a full month after feed. 6. The contractor shall provide an 800 # for hard copy requests and refer all such requests to NSF. 7. The contractor shall make the package available on their website for no less than a month. The VNR/b-roll package will be made available to TV stations and networks as requested by NSF. All materials will be the sole property of the National Science Foundation. Reporting Requirements During the performance of this contract the Contractor shall submit the following reports for each Task in accordance with the delivery dates set forth above. Feedback Report: On an “as received” basis. User Report: Shall consist of summary page, covering number of stations offered the package, work to date regarding confirmation of use be networks, network groups individual stations and cable stations as well as how many people viewed the package on your website. All reports shall be supplemented with additional reports until all follow-up calls have been made. Cost Proposal: Price quotations and breakdowns for each item listed below are requested: * Scripting/email/faxing of “alert” to minimum of 800 networks, independents, cable networks and syndicated news programs. * Satellite feeds. * SIGMA encoding. * Tracking/Usage reports. If your company provides special service not listed, please include this with prices. Technical Proposal Offeror is requested to submit the following: * Company experience/years in business. * Statement on how broadcasters are contacted about the feed (i.e., general station fax numbers, database of assignment editors, email, etc…). * Statement on how satellite distribution will be monitored. * Types of distribution offered and philosophy regarding satellite vs. hard copy. * References. INSTRUCTIONS TO OFFERORS All questions pertaining to the RFQ shall be submitted electronically to sgreene@nsf.gov. All questions regarding the RFQ are due by 3PM December 3, 2004. Receipt of late questions will not result in an extension to the response due date. In addition to the provisions of 52.212-1, Instructions to Offerors-Commercial Items, the offeror shall submit a narrative proposal that does not exceed twenty-five (25) pages in length (excluding cover sheet, table of contents, resumes of proposed personnel, certifications and representations, and past performance information. EVALUATION FACTORS FOR AWARD The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following technical factors shall be used to evaluate offers: 1) Brief narrative detailing Offeror’s planned approach to this effort; 2) Offeror’s qualifications and background, to include company’s web page address; 3) Detailed information on Offeror’s past performance of similar services with the Federal Government and /or commercial customers; 3) References to include the company’s point of contact including address, telephone number/fax number, email address and other relevant information. All references shall be available to respond with a reply within 48 hours after being contacted. 4) Offeror’s proposed price. The following factors shall be used to evaluate proposals: 1) Management plan; 2) Organization qualifications and background; 3) Past Performance; and 4) Price. Price and technical factors shall be approximately equal. Offerors shall include a completed copy of the provisions at FAR 51.212-3, Offeror Representations and Certifications—Commercial Items with its offer. Offerors must be registered in the Central Contractor Registration (CCR, at www.ccr.gov) in order to be eligible for award. Offers shall be signed by an official authorized to bind your organization.
