Description
The United States Government, represented by the U.S. Agency for International Development (USAID) Regional Contracting Office in Budapest, Hungary, intends to issue a Request for Proposals (RFP) for USAID/Kosovo to solicit proposals from qualified organizations interested in implementing the Media Assistance Project. The project is aimed to support USAID Kosovo?s Democracy Objective to create a situation where ?more capable and responsive government officials acting according to the rule of law, representing the interests of citizens and providing transparent, accountable, fair and effective services with input from citizens, communities, civil society and the media?. An independent and responsible media has a vital role to play in connecting the public to its representatives and officials. The selected contractor will provide technical assistance, advice, training and grants to achieve the following intermediate results: (1) assure the business viability of targeted media outlets; (2) enhance the professionalism of media practitioners and improve the content of media broadcasts; (3) improve the legal, regulatory, and policy framework for media in Kosovo; and (4) improve the organizational capacity of media associations. The Contractor will also ensure that the cross-cutting themes of gender, youth, and ethnicity, included in USAID Kosovo?s strategy and Diversity Action Plan, are incorporated throughout the project in an effort to sensitize the media to the special issues of different segments of the population and assist in building greater tolerance of diversity. The planned contract type is a cost plus fixed fee completion type. The contract period is three years. The RFP is expected to be issued on or about December 17, 2004, and proposals will be due no later than the closing date specified in the RFP. It will be distributed through the Federal Business Opportunities website of the General Services Administration. Any amendments to this solicitation will be issued and posted on the website along with the RFP. Offerors are encouraged to check the FedBizOps website (http://www.fedbizopps.gov) periodically.
