Description
The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB) intends to award a non-competitive, follow-on contract to Scientific Atlanta, Inc. (SA), 5030 Sugarloaf Parkway, Lawrenceville, GA 30044, for the continuation of maintenance, repair and training support services of BBG/IBB?s compressed digital, video, audio and data network. The NAICS Code for this requirement is 811213, ?Communication Equipment Repair and Maintenance.? Maintenance support shall cover all of IBB?s PowerVu systems worldwide. In accordance with 41 U.S.C. 253(c)(1), other than full and open competition, only one (1) responsible source and no other supplies or services will satisfy the Agency?s requirements, Scientific Atlanta?s services are being procured pursuant to FAR 6.302-1(a)(2)(ii). Contractor shall provide preventive and corrective maintenance on SA equipment at each site, as required. Software maintenance shall include enhancement releases. For over six years, the BBG has successfully utilized Scientific-Atlanta, Inc.?s equipment that is now deployed throughout the BBG?s Digital Video/Audio/Data Global Satellite Delivery Network. SA?s equipment has proprietary interfaces between units and between systems, essential for IBB operation and maintenance requirements and incompatible with other Manufacturer?s equipment. Only SA has the knowledge of the proprietary software to assist in trouble shooting, restoration and repair of SA?s equipment. The following contract line items (CLINS) are included in the solicitation: (a) CLINS B.1.1, B.2.1, B.3.1, B.4.1 and B.5.1: ?Annual Software Maintenance Management Systems, 1 year;? (b) CLINS B.1.2, B.2.2, B.3.2, B.4.2 and B.5.2: ?Maintenance and Technical Support Services (Platinum Service), 1 year;? (c) CLINS B.1.3, B.2.3, B.3.3, B.4.3, and B.5.3: ?IRD Repair, each;? (d) CLINS B.1.4, B.2.4, B.3.4, B.4.4. and B.5.4: ?Discount for Feature Software Releases;? (e) CLINS B.1.5, B.2.5, B.3.5, B.4.5 and B.5.5: ?On-Site Technical Support, per day;? (f) CLINS B.1.6, B.2.6, B.3.6, B.4.6 and B.5.6: ?Training (4-Day Session), per student;? and (g) CLINS B.1.7, B.2.7, B.3.7, B.4.7 and B.5.7: ?Each System Add-on?: (a) Software maintenance, per month and (b) Maintenance & Technical Support (Platinum Service), per month. Delivery: FOB Destination. Term of Contract: Base year with four (4) additional one-year options to extend the contract term. This Notice of Intent is not a request for competitive price proposals. Those who are interested must submit adequate documentation of their capability to respond to this requirement. The documentation shall be sufficient in detail to allow an evaluation without the need for added information. Interested sources shall ensure that the Government receives their statements of interest by 2:00 P.M. Eastern Standard Time (EST), December 16, 2004 and shall reference Solicitation No. BBGCON3605S5481. A determination by the Government not to compete this proposed contract based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
