- Description
- The United State Coast Guard is setting aside this requirement for Small Business firms. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The acquisition will be evaluated using past performance and price. The simplified acquisition solicitation will be posted to the FEDBIZOPS on or before Dec. 22, 2004 at http: www.eps.gov. as a Commercial Request for Quote (RFQ) firm-fixed price procurement for Dry-Dock and repair to the USCGC Mako (WPB-87303) a 87-foot patrol boat, with quotes due on or about Jan. 20, 2005. The estimated value of this procurement is between $100,000 and $250,000. The small business size standard is less than 1,000 employees. The NAICS is 336611 and the SIC is 3731. The vessel's homeport is Cape May, NJ. All work will be performed at the contractor?s facility. The vessel is restricted from Jonesboro, ME to Shallottee Inlet, NC. The performance period will be 42 days with a start date on or about April 4, 2005. The scope of the acquisition is for the dry-docking, overhauling, cleaning and repairing of various items aboard the USCGC Mako (WPB 87303). This work will include, but is not limited to: Welding repairs, Clean and inspect fuel and waste oil tanks, Realign main engine/reduction gear, Remove, inspect and reinstall propeller shafts, Straighten shaft, Shaft repairs, Renew water-lubricated shaft bearings, Remove, inspect and reinstall propellers, Perform minor repair and reconditioning of propeller, Preserve transducer hull ring and renew the V850 Depth Indicating Transducer, Overhaul and renew valves, Remove, inspect, and reinstall rudder assemblies, Preserve main deck surfaces, Preserve Rib wet notch deck and stern door interior surface, Preserve underwater body, Preserve freeboard, Modify and renew cathodic protection system, Inspect Capastic Fairing, Provide temporary logistics, Routine dry-docking, Modify forward deck locker water-tight door, Reinforce engine room Skeg and strut structures, Renew D-Rings on aluminum mast and provide scaffolding. Composite Labor, Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. Funds are available for this procurement. Drawings are available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF,etc) Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. All responsible certified Small Businesses sources may submit a quote, which shall be considered by the United States Coast Guard.
