- Description
- The Federal Emergency Management Agency (FEMA) seeks potential sources for a EGS Sanitary System requirement. Prospective suppliers? products shall meet the following minimum requirements: Requirements for Black Water Treatment of Pre-Positioned Emergency Trailers referred to as a ?module?. Each module shall include equipment capable of the collection transfer, and treatment of black water on site. The specific criteria for sizing and effluent requirements and certifications are listed below. Delivery requirement for first module is 10 days ARO Module: 50, thirty five foot, double occupancy travel trailers. Maximum occupancy: 130 personnel per module. Available Power: A/C single phase only Influent Requirements: 6500 gallons per day / 500 BOD Effluent Requirements: 10/10 mg/l. Certification Requirements: NSF International, Standard 40, registration, certification or approval in all 50 states. US Environmental Protection Agency ? Environmental Technology Verification. General Scope and Information: Trailers are not equipped with holding tanks. The requirement includes the collection of discharge from each trailer. Each trailer shall be operative as a stand-alone unit. Each unit?s sewage shall be collected in a sealed fiberglass or suitable polymer holding tank. The waste water level in each tank shall be automatically monitored, macerated and pumped into a manifold or header system connected to all 50 trailers or one module. The pumps shall be made from stainless steel and shall be rated at 85 feet of head or more. All electrical shall be A/C and each pumping station shall have a collection tank with heaters and insulation for installation in all weather conditions. Influent connections are PVC3 inch diameter. Effluent connections are 2? diameter. Centerline dimensions for influent/effluent connections shall allow existing spec travel trailer connections without modifications or additional materials of construction. Internal switches shall be manufactured from corrosion resistant materials and hermetically sealed. Integral wiring on all electrical shall be sealed in a NEMA 4 enclosure with A/C 115 VT male connector and 25 ft. of cord. The manifold shall also be heated and insulated. The header system shall allow for external connection to an aerobic treatment system provided inside of a new 20 foot ISO container. The aerobic treatment system must be able to meet the discharge limits above and show verification on the certifications and origin. The container shall be insulated and heated to provide optimum conditions for treatment in any weather conditions. The container shall house the system tankage, heating system, and all components and control panels. The system shall provide a means to decommission and sanitize for storage. The material of construction shall be corrosion resistant of 3 part epoxy coated inside and out. This includes all metal piping utilized in the design and construction of the treatment system. The aerobic technology shall be of a fixed film or fixed biomass type. There shall be no separation or collection of sludge. The system shall mineralize sludge and provide for two years of continuous use without the need for pump out. The system shall not require any chemicals, surfactants, flocculants or enzymes of any kind at any time. The system shall also provide 200 yards of discharge piping or tubing. Complete system specification, operating manual and two year spare parts list shall be available 10 days ARO. Suppliers capable of providing these requirements (or an equivalent alternative) shall submit product information that specifically addresses the salient characteristics identified herein. All information submitted in response to this Request for Information (RFI) shall be received no later than 5 days after the publication date. This synopsis is for information and planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set aside any and all procurements that may result hereunder for small or minority-owned businesses. If the evaluation of responses received concludes that none of the responding firms have the necessary capabilities, FEMA shall pursue purchase of EGS Sanitary System products via authorized resellers.
