Description

The National Institutes of Standards and Technology (NIST) intends to negotiate on a sole source basis with Simpson, Gumpertz and Heger under the authority of FAR 13.106-1(b) Soliciting from a Single Source, to continue the complex nonlinear analyses of the global models for the structural analysis of the World Trade Center Towers. This includes the development of a methodology for representing failure sequences. This is a continuation of an existing requirement with Simpson, Gumpertz and Heger and the global models were developed by Simpson, Gumpertz and Heger and are not available from any other source. Therefore, Simpson, Gumpertz and Heger is the only responsible source to fulfill the Government?s requirement. Interested parties may identify their interest and capability to respond to this requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation nor is it a request for competition. See Numbered Note 26.
