Response Date: December 17, 2004 TO ALL INTERESTED PARTIES This announcement is posted as a request for information only, for an upcoming solicitation that will be posted in FEDBIZOPPS. This request for information is issued to determine whether or not there are qualified sources capable of providing out-patient drug abuse treatment and mental health services. Services are required for male and female Federal offenders held under the authority of United States Statutes within the borough?s of Manhattan, NY, Brooklyn, NY in community corrections or comprehensive sanctions centers. Services are required in the following geographically defined areas: Brooklyn, New York (no further west than Clinton Street, no further south than Pacific Street, no further north than Tillary Street and no further east than Flatbush Avenue). Manhattan, New York ( on or between 9th and 7th Avenues, but no further south than 34th Street and no further north than West 48th Street). The Government reserves the right to award make a single or multiple awards. You are advised that providing responses to the questions will not automatically include you in the acquisition process for this solicitation. REQUEST FOR INFORMATION 1. What experience does your agency have in providing drug abuse/mental treatment to the offender population? 2. What experience does your agency have working with law enforcement agencies, community corrections centers (halfway houses), or work release programs? 2. What are the requirements for an individual to provide outpatient drug abuse/mental treatment in the State of New York, specifically in the boroughs of Manhattan and Brooklyn? 3. What are the requirements for a facility to operate an outpatient drug abuse/mental treatment program in the State of New York, specifically in the boroughs Manhattan and Brooklyn? 4. Does your agency use a cognitive-behavioral approach to drug abuse/mental treatment programs? 5. What treatment techniques does your agency employ to target criminality (i.e. changing antisocial behavior and feelings, reducing antisocial peer associations, increasing self -control, etc.)? 6. What assessment tools does your agency use? What does an assessment by your agency include? 7. What type of group therapy does your agency offer? What is your counselor to client ratio for group? What time are your group therapy sessions offered? 8. Are there any public transportation issues that effect clients ability to get to your facility? 9. How does your agency provide referral agents documentation of treatment services rendered? 10. Would your agency have problems obtaining and maintaining qualified staff based on the qualifications outlined in the attached SOW? 11. Are there any state regulations that prohibit disclosure of client information? 12. Are there any physical space limitations at your facility that would interfere with providing services to groups of twelve clients or more? 13. Does your agency have internet capabilities, a FAX machine and answering services or machines? 14. Do you feel a pre-solicitation conference would provide any assistance in clarifying the requirement for this area? If so, explain how it would be helpful. 15. Are there innovations in the area of drug abuse/mental treatment that the BOP could benefit from and if so what are they? 16. What is the size (small, large, non-profit, etc. ) and status (8a, veteran-owned, service- disabled veteran-owned, HUBZone, SDB, woman-owned, etc.) of your organization?
