Description
This solicitation is offered as a Source Selection, Best Value, Request for Proposal (RFP) under Federal Acquisition Regulations (FAR) Part 15 - Contracting by Negotiation. The Government will award a firm-fixed price contract to the responsive, responsible Contractor whose offer, conforming to the RFP, will be the Best Value to the Government; price, past performance, and technical qualifications considered. This project contains 1 Schedule and 2 Options. The base project will consist of roadway realignment, reconstruction, grading, drainage, aggregate base, superpave asphalt concrete pavement, guardrail, bridges and MSE walls on 1.00 kilometers of roadway for the Beartooth Highway project, WY HPP 4-1(4), US Highway 212, in Shoshone National Forest, Park County, State of Wyoming. The total length including both options is 3.23 kilometers of roadway. Estimated price range is between $9,000,000 and $13,000,000. Principal work items on the base schedule include: Surveying and Staking (various); lumpsum contractor testing; soil erosion control (various); 3.1 ha clearing and grubbing; removal of structures and obstructions 9various); lumpsum shoring and bracing (Ravine bridge and wall); placed riprap; 2,350 m2 MSE wall; 50 m2 reinforced concrete retaining wall; 1,150 m soil nail; 10,000 metric tons aggregate base; 2,200 metric tons Superpave pavement; 250 metric tons minor hot asphalt concrete; 2,144 m3 structural concrete; 2,100 m2 structural concrete for precast wall panels; 66,830 kg reinforcing steel; 208,606 kg reinforcing steel, epoxy coated; 291,700 kg structural steel (furnished, fabricated, erected); 643 m steel bridge railing; 2,899 m micropiles; 140 m pipe culvert (various); 690 m concrete curb (various); 2,483 m2 simulated stone masonry surface treatment (Ravine bridge and wall); test walls for surface treatment; 45 m guardrail system (WY box beam steel posts); 97 m stone masonry guardwall; lumpsum materials transfer vehicle; seeding/mulching, dry and hydraulic methods (various); pavement markings and traffic control. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
