Description
Indefinite-Delivery Indefinite-Quantity (IDIQ) Architect-Engineer (A-E) Services Contracts: The Air Force intends to award two (2) IDIQ contracts for Multi Disciplinary Architect-Engineering Services for Commercial, Industrial, and Residential/Lodging type design activities at McChord AFB, Washington. The closing date for the receipt of responses is 2:00 PM local time (PST) on January 13, 2005. The Multi-discipline Architect-Engineering (A-E) design services for McChord AFB, Washington are to be procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36. One of the Multi Disciplinary A-E Services shall include primary capabilities for Architectural, Electrical, Mechanical, Civil, and Environmental (including Hazardous Material Surveys) and LEED certified personnel. The second shall include primary capabilities of Mechanical, Electrical, Civil, and Environmental (including Hazardous Material Surveys), Architectural and LEED certified personnel. A-E Services shall include fact-finding studies (including Structural and Survey), site surveys, investigations (including Energy Monitoring and Controls), and economic analysis in support of design requirements; the production of design documents (including preliminary design development, construction drawings, specifications, and cost estimates) in support of executing construction projects. Some asbestos and lead paint abatement work may be required. The IDIQ contract(s) will have a maximum monetary limit of $1,000,000 per year, with a minimum delivery order guarantee of $5,000 during the first year. The contract awards and starting dates will be approximately April 15, 2005 for a period not to exceed 12-months with four option periods not to exceed 12-months each and which may be exercised at the sole discretion of the Government. Work will be issued by negotiated firm fixed-priced task orders. An option period may be exercised when the contract amount for the base period or preceding option period has been exhausted or nearly exhausted. The contract rates for the basic period shall begin on the date of the contract award and shall continue for 365 calendar days or until the option period is exercised. Typical investigative and design services shall be performed (but not limited to) the support of the following: New Construction; Additions to existing facilities (including Interior and Landscape Design); Remodel/Renovation of existing facilities; Alteration and Repair of miscellaneous Base infrastructure services (water, sewer, electrical, communications, aircraft fuel storage and transportation systems, steam lines, including Energy Monitoring and Controls, etc.), and airfield pavement projects. A-E will be required to perform various technical analyses in support of design addressing energy conservation, hazardous material remediation, compliance with Washington State historical guidelines and various State and Federal environmental controls. The design of the fire alarm systems shall be performed by a NICET (National Institute for Certification in Engineering Technologies) certified engineer. For development of telecommunications specifications into applicable projects the A-E must use a certified member representing the Electronic Industries Alliance (EIA) and the Telecommunications Industry Association (TIA). The following factors will be evaluated as the basis for selection for award of a contract. The following are the PRIMARY CRITERIA used in the evaluation, each being of equal value: (a) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (b) Professional qualifications necessary for satisfactory performance of required services including LEED certification; (c) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (d) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Secondary Criteria ?e? and ?f?: (e) the Volume of work DOD previously awarded to the firm with the object of effecting equitable distribution of DOD A-E contracts among qualified A-E firms and firms that have not had prior DOD contracts; (f) extent of participation by SB (including WOSB), SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. The Standard Industrial Classification code (SIC) has been replaced by the North American Industry Classification System Code (NAICS). The NAICS code for this procurement is 541310, which is matched to SIC code 8712. For the purposes of this procurement, a concern is considered a small business if its average annual gross receipts are $4 million or less. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan or that part of the work it intends to subcontract. The subcontracting goals for McChord AFB which will be considered in the negotiation of this contract are: a. at least 70% of a contractor's intended subcontract dollars be placed with Small Businesses (SB); b. at least 10% of a contractor's intended subcontract amount be placed with Small Disadvantaged Businesses (SDB) or Historically Black College or University and Minority institution; and, NOTE: b. is a subset of a. c. at least 10% of a contractor's intended subcontract amount be placed with Women-Owned Small Business (WOSB), NOTE: c. is a subset of a. Also, the women-owned business may meet the definition of a small disadvantaged business. If so, c. will also be a subset of b. (Count firm in all applicable areas.) d. at least 3% of a contractor's intended subcontract amount be placed with HUB zone small business concerns. NOTE: d. is a subset of a. NOTE: A HUB Zone firm may also be SBD, women-owned and/or veteran-owned. (Count firm in all applicable areas.) e. at least 3% of a contractor's intended subcontract amount be placed with Service-Disabled Veteran owned Small Business; NOTE: e. is a subset of a. Interested firms possessing the capabilities to perform this work shall submit one copy of Standard Form (SF) 330 'Architect-Engineer Qualifications' (6/2004) for the prime firm and all consultants to the above address no later than the response date indicated above. Personal visits for the purpose of discussing potential projects are discouraged. Submittals by facsimile transmission will not be accepted and will be considered non-responsive.
