- Project No. ZNRE 05/06/07-1105, Asbestos Abatement (Indefinite Delivery Indefinite Quantity), Yokota Air Base and Off-base sites, Japan. This abatement contract includes a broad range of interior and exterior Asbestos Contained Material (ACM) abatement for all eligible facilities at Yokota Air Base and designated off-bases sites, for possible of 3 Years (Basic Year with 2 Option Years), with the guaranteed minimum amount of 1,000,000 Yen and the maximum amount of 375,000,000 Yen for the life of the contract. The scope of work includes protection (cover and seal stationary items), demolition (the actual abatement activity), disposal, and air samplings. The successful offeror shall furnish a performance bond in accordance with FAR 52.228-15 and must be licensed in Japan (Kensetsugyo Tourokushou), and certified to perform asbestos abatement work comparable to the work in the United States of America. Seeking for the licensed offerors with qualified certifications as follows: (1) Asbestos Abatement Worker: EPA Asbestos Worker Course (32 hours) (2) Asbestos Abatement Supervisor: EPA Contractor/Supervisor Course (40 hours) (3) Disposal: Sangyo Haikibutsu Shorigyo Kyokasho, Sangyo Haikibutsu Shushu Unpan Gyo Kyoka Sho, Tokubetsu Kanri Sangyo Haikibutsu Shushu Unpan Gyo Kyoka Sho, Tokubetsu Kanri Sangyo Haikibutsu Shori Gyo Kyoka Sho (4) Personnel Conduct Air Sampling: NIOSH 582 or equivalent course (5) Personnel Analyze Air Samples: NIOSH 582 or equivalent course, or Japanese class-1 working environment measurement expert who is authorized for asbestos analysis (Dai ishu Sangyo Kankyo Sokuteishi) (6) Laboratory Analyzed Air Samples: Accredited under the National Voluntary Laboratory Accreditation Program (NVLAP) or American Industrial Hygiene Association (AHIA), or Japanese Working Environment Measurement Agencies (Sagyo Kankyo Sokutei Kikan). Analysis of air samples for asbestos by Transmission Electron Microscopy (TEM) must be conducted by laboratories that are accredited under NVLAP or AIHA. (7) Removal of wiring associated with electric: 1st Class Electrician (Dai 1 Syu Denki Koujishi), Ministry of Economy, Trade Industry (Keizai-Sangyou Shou, Authorization).
