- Services, non-personal to provide all plant, labor, transportation, materials, equipment and appliances necessary to construct Army Aviation Support Facility (AASF), Buckley Air Force Base, Base Project Number 080119. Scope of the project includes d emolition of onsite paving and utilities, site work with asphalt paved roadways and parking areas, concrete aircraft parking apron, and new building construction. Buildings include an 111,000 square foot AASF and two unheated storage buildings (totaling 4 5,700 square feet) to support the maintenance and operation of the Chinook and Black Hawk helicopters assigned to the Colorado Army National Guard. The existing asphalt aircraft parking apron will be demolished and used as underlayment for 80,000 square y ards of new concrete ramp. The estimated price range of this project is between $25,000,000.00 and $100,000,000.00. The total construction performance period is 548 days after receipt of NTP. The solicitation issue date is on/about 21 December, 2004. Pro posal closing date is on/about 4 February, 2005. Past Performance information will be due on/about 24 January, 2005. A firm-fixed price contract will be awarded. Award will be UNRESTRICTED and is being made pursuant to the Small Business Competitiveness Demonstration Program (Ref: FAR 19(c)(2). Notice of Price Evaluation Preference for HUBZone Small Business concerns in accordance with FAR 52.219-4 is applicable. The North American Industry Classification System (NAICS) Code is 236220 and the Size Sta ndard for Small Businesses is $28.5 million annual receipt for the past 3 years. A Small Business subcontracting plan will be required if the offeror is a large business and must be submitted with offer. The solicitation package will be issued via the Web only. All amendments, site visit minutes and questions will be posted on the Web. There is no charge for the plans and specifications, which will be available through the following Internet site: http://www.nationalguardcontracting.org/EBS/AdvertisedSolic itations.asp. All contractors and subcontractors interested in this project must register at the site. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) h ttp://www.ccr.gov/ and the Federal Technical Data Solution (FedTeDS) https://www.fedteds.gov/ in order to view or download the plans or drawings from the web site. The contract will be awarded under Source Selection procedures specified in the solicitation . Evaluation factors include Price and Past Performance. There will be a Pre-proposal Conference on 6 January 2005.
