- NAICS Code: 334516 Synopsis for Flow Meters by Sensors, Inc. In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, in the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Sensors, Inc. to procure flow meters for Sensor Semtech devices. The Laboratory Operations Division (LOD) of the National Vehicle Fuel and Emission Laboratory (NVFEL) in Ann Arbor, Michigan is in need of four (4) additional flow meters to be used with its eleven (11) portable emission measurement devices manufactured by Sensors, Inc. The diameters of the flow meters required by LOD are the 2 inch, 2.5 inch, 4 inch and the 5 inch ExFM flow meter. The procurement of four flow meters are licensed technology from the EPA (US Patent #6,148,656), and Sensors, Inc. is an exclusive co-license of this technology. Additionally, the portable emission measurement devices on which the flow meters will be used has software proprietary to Sensors, Inc. The requirement includes an option for up to (5) five additional flow meters in any combination of diameter as detailed previously. Delivery schedule for the flow meters shall be thirty (30) days from date of award. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by December 18, 2004 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
