- Description
- Modification to BAA04-17 - Innovative Information Exploitation Technology and Systems. The purpose of this modification is to announce a Briefing to Industry (BTI) and invitation for proposals for research being conducted under BAA04-17, Section A.1.10 "Urban Warfare Technology". The program which is specifically the subject of this modification is "Security and Patrolling Enablers Yielding Effective SASO" (SPEYES). It is the goal of the SPEYES program to develop and demonstrate an innovative force-multiplying multi-echelon C3I system to enhance military effectiveness for SASO missions. The SPEYES system is envisioned as an integrated suite of Sensing, Situation Awareness, Command and Control, and Shaping technologies tailored for decentralized small unit Army operations. Specifially, the goal of the SPEYES program in 2005 is to achieve a four-fold force-multiplying improvement in three daily-occurring and manpower-intensive SASO missions: Fixed Site Security, Daily Patrols, and Cordon and Search. Additional details regarding the SPEYES research goals will be provided at the BTI. The BTI is scheduled for 8 December 2004 and will be held at Schafer Corporation, 3811 North Fairfax Drive, Suite 400, Arlington VA. Information on the SPEYES BTI may be found at: http://www.schafertmd.com/speyes_bti/. Pre-registration for the SPEYES BTI is mandatory, as seating is limited to a maximum of 40 people. Due to this limitation, ONLY TWO people from the same proposing company, agency or institution will be allowed to attend. The deadline for pre-registration is 7 December 2004 at 12:00 (noon) EST. All information presented at the BTI will be made available for download at http://www.darpa.mil/IXO/Solicitations/IXO/index.htm, including a FAQ that will be generated based on the BTI presentation. Offerors are invited to submit proposals against this research topic based on the BTI presentation/material and in accordance with the directions currently delineated in the BAA04-17 Proposer Information Package (PIP). As currently stated in the BAA04-17 PIP, DARPA employs a mandatory electronic upload process for proposal submissions. Proposers may find submission guidance at: http://dtsn.darpa.mil/IXO/solicitations/ixo/index.htm. Organizations must register at: http://www.tfims.darpa.mil/baa to propose. One registration per proposal should be submitted. Organizations wishing to submit multiple proposals should complete a single registration for each proposal. The deadline for proposal registration is 22 December 2004 at the URL listed above. Proposal submissions are due no later that 29 December 2004 at 12:00 (noon) EST. By registering, the Proposer has made no commitment to submit a proposal. Proposal submissions must be unclassified; however, proposers must be prepared to handle classified materials in the event an award is given.
