Description
This is a modification to the combined synopsis / solicitation W914NS-05-Q-0003 for a local area network to be installed at the Iraqi Republic Railway (IRR) headquarters and two other nearby IRR sites. The purpose of this modification is to restructure the Contract Line Item Number (CLIN) structure, provide answerers to questions posed by Industry in the last several weeks and to extend the due date of the quote. THE CLINS 1. CLIN 0002 is deleted. 2. CLIN 0005 is added. 113 each desktop computers Compaq dc5000 Business Minitower with Norcent 17 inch LCD monitor and Arabic keyboards or equal loaded with the Arabic version of the following software or equal: MS-Office, Adobe Acrobat, Clarisys Executive, or FoxPro, AK Microsystems? PayMate, InterTicket, Circadian FRCOS, MS-Project, Mincom Ellipse, and Venice Systems. Computers to be configured for the 220V, 3-phase 50 Hz Iraqi electrical system. 3. CLIN 0006 is added. 37 each desktop computers Compaq dc5000 Business Minitower with Norcent 17 inch LCD monitor and English keyboards or equal loaded with the English version of the following software or equal: MS-Office, Adobe Acrobat, Clarisys Executive, or FoxPro, AK Microsystems? PayMate, InterTicket, Circadian FRCOS, MS-Project, Mincom Ellipse, and Venice Systems. Computers to be configured for the 220V, 3-phase 50 Hz Iraqi electrical system. 4. CLIN 0007 is added. 5 each Hewlett Packer 8250 or equal document scanners. Scanners to be configured for the 220V, 3-phase 50 Hz Iraqi electrical system. 5. CLIN 0008 is added 5 each Belkin or equal 600 watt Uninterrupted Power Supply (UPS) units, 3-hour supply of power. UPS units to be configured for the 220V, 3-phase 50 Hz Iraqi electrical system. 6. CLIN 0008 5 each Hewlett Packer 4560 or equal color laser printers. Printers to be configured for the 220V, 3-phase 50 Hz Iraqi electrical system. 7. CLIN 0009 10 sets of replacement cartridges for CLIN 0008 color printer 8. CLIN 0010 30 each license for AutoCAD 2004, in English. QUESTIONS AND ANSWERS 1. Can you confirm that we can bid for a completely wireless network (except for the computer room where servers will be wired)? Yes, you may bid for a completely wireless network. The IRR prefers a wireless system but realizes the limitation with potential dead spaces in the building. A combination of wire and wireless networks is also acceptable. The Contractor shall propose the best LAN architecture as part of the solicitation. 2. In the meeting we were informed that in addition to the 50 laptops stated in the solicitation, the department is expecting a quote for 150 desktops. Is this correct and should we offer that? The solicitation mentions 50 laptops. After further consideration, the IRR would prefer to include 150 desktop computers with the solicitation. Assume Compaq, or equivalent high-end computers. New desktops are needed because many of the existing computers are out-dated, low quality, and will not be compatible with the network design. In addition, the contractor will provide 5 document scanners and 5 color laser printers. Assume high-end brand equipment for budgeting purposes. 3. In the meeting there was referenced to three other locations than the main building, while in the solicitation it was stated two locations only other than the main building. Also, in the meeting it was stated that the distance to these locations is about 3Km while in the solicitation it is stated as 1.3Km. Can you please clarify the correct number of locations and distances involved? There are two locations in addition to the main station building requiring connectivity to the LAN. Distribute the 150 desktop network computers in all three locations ( Baghdad Station - Technical Station Building -Shalchiya ) 1. Shalchiya Shops, approximately 5 Km from the main station;. 2. Between the main station and Shalchiya Shops is the Technical Station Building, approximately 1.5 Km from the main station 4. A connection to the Internet is required, which will be delivered via VSAT. Should we then quote only for the cost of the VSAT or the Annual subscription too (which is the more important cost)? A connection to the internet is not required because the IRR already have built the internet network (VSAT) with a help of another contractor. The download speed is 2,048 kbps and the upload speed is 512 kbps. The Contractor is responsible for upgrading the connection if necessary. 5. Provide Internet System Specs. With Upload and Download values This is a design issue that will be up to the contractor to recommend to the IRR. 6. Provide the workstations Specs and the exact quantities? The solicitation includes 150 desktops with appropriate software, 5 document scanners, and 5 color laser printers. Assume the latest high-end Compaq (or equivalent) desktop models. 7. Do you need UPS's, Printers and Scanners? Specs. if yes. The contractor will provide 5 UPSs, each 600 watts with more than 3 hours of uninterrupted power. The contractor will provide 5 document scanners and 5 color laser printers. Assume high-end brand equipment for budgeting purposes. 8. What is the redundancy level you are looking for? Assume minimal redundancy for the solicitation. 9. Do you oblige the wire connection to be hidden into the wall or you accept a cable tray on wall? Through the hallways, any LAN cables should be inside the ceiling and not outside the walls to the extent possible. Cable trays outside the walls are acceptable for the individual offices. The LAN cabling can also be located in weather-tight conduits on the exterior of the station. The Contractor shall design the best architecture and work with the IRR Computer Department for approval. 10. How many users will be simultaneously connected to each application? Assume not more than 30 users will be simultaneously connected to each application. Assume a total of 150 users will be working on the LAN at once. Assume 10 persons from the IRR Computer Department will serve as network technicians, 10 persons will serve as network administrators, 10 persons will serve as software installers/trouble-shooters, and 10 persons will serve as hardware technicians. 11. What type of power connection is needed? The power connection we needed is from the main electric to the UPS and to the servers and the main counsel work stations located in the IRR Computer Department and also assume all the servers are here as well. 12. Will they need a recovery solution with each workstation? Yes, we need a recovery solution for the network form the servers to all the workstation. 13. Conditions in which the systems will be housed, (workstations & servers) and will all equipment have to be physically secured? The equipment in the server room will be stored in lockable racks and the room will be climate controlled. The Contractor will provide lockable racks, IRR will ensure room has adequate power and temperature control. 14. Should we provide a proposal for a bilingual (Arabic/English) software package to include online scheduling, reservation and ticketing, inventory, Business PAck (including Accounting), HR and inventory databases, etc? What software will be loaded on each machine or dept? The Contractor will provide a bilingual mix of software packages. The Contractor will be responsible for purchasing, installing, and limited customizing (if necessary) the following software (or equivalents) on the 150 desktops. Administrative (MS-Office) Adobe Acrobat General financial accounting (Clarisys Executive, or FoxPro) Human resources (AK Microsystems? PayMate) Railroad ticketing (InterTicket) Scheduling (Circadian FRCOS) Engineering design (AutoCAD 2004, only on 30 desktops) Construction project management (MS-Project) Track and rolling stock maintenance scheduling (Mincom Ellipse) Parts and Materials Inventory (Venice Systems) 15. Is the contractor responsible providing a/c cabinets for the telecommunication rooms? The Contractor is responsible for providing a/c cabinets. The contractor will provide 5 UPSs, each 600 watts with more than 3 hours of uninterrupted power. The equipment in the server room will be stored in lockable racks and the room will be climate controlled. The Contractor will provide lockable racks, IRR will ensure room has adequate power and temperature control. 16. What is the number of trainees for the operations and maintenance training stipulated in sections 2.2.5 & 2.2.6 in the SOW. Assume 10 trainees per session with a total of 5 sessions. All training shall be on-site. 17. What RF range signal can we use for wireless? (A, B, G, G, Laser or is it left up to the contractor)? The RF range signal for wireless is up to the Contractor to specify what is needed. 18. What are the average files sizes needed for each user? Assume each user is allowed 1GB of storage. Assume a total of 200 users (including main station and two other buildings) 19. Can offsite clusters be used? Yes 20. How much internet bandwidths will be available or should we include a VSAT system to provide for internet connection? Do not include a VSAT system for the internet connection as one is already provided. 21. Is content filtering required for web users? Yes 22. Should each department be segmented? No 23. Will there be a VoIP system on this network? No 24. Are there any specific cable requirements? i.e. class E or D cable etc. For cabling, assume CAT 5E cabling 25. Is the contractor responsible for buying the UPS? The contractor will provide 5 UPSs, each 600 watts with more than 3 hours of uninterrupted power. 26. Do web servers have to be on site? The Contractor shall provide a total of 4 servers. The exact model, type, and specification for the server is to be determined by the Contractor. 27. The network requirements state in numerous places "1-5 PC's", or other variable numbers. Will this number be clarified to a certain amount? Otherwise our proposal must assume you want a network that will support the maximum. The solicitation includes 150 desktops with appropriate software, 5 document scanners, and 5 color laser printers. Assume the latest high-end Compaq (or equivalent) desktop models. Assume the following data drops: Baghdad Station ? approximately 150 data drops Other 2 buildings ? approximately 300 data drops total 28. Are there certain brands to be used in the network infrastructure? For instance shall we use professional equipment like Cisco for Active components and 3M for passive components (high end) or Taiwanese (low end)?? Assume high end brands, given the environment and the need for reliability in the future. For example, Cisco for active components and 3M for passive components (high end) over Taiwanese (low end) but it is up to the Contractor to balance between the cost and the development 29. In Section 2.2.1, mentioning the S/W that will operate on the infrastructure will be purchased, Installed and customized by IRR. Are there are qualified personnel in IRR to handle this task? After discussions with the IRR, the Contractor shall provide the software for the 150 desktops, and install the software on the PCs. The IRR Computer Department will be trained on software installation. The Contractor will be responsible for reprogramming and limited customizing, and installing existing software that is in use. 30. All mentioned S/Ws are Customer Of The Shelf products (COTS) that require installation, customization and operation (As mentioned in the solicitation) while from my understanding they ask in IRR for programming and S/W developing, ( e.g. they ask for DB programming) . Are there certain programs they need to develop by there own?? On what issues? The Contractor will be responsible for reprogramming and customizing software, and installing existing software that is in use. 31. What does the training include, is it only on the Infrastructure and networking management or also S/W programming and programming skills? If true, on what programs we are talking and what are the S/Ws to be trained for. Training is for software installation, hardware maintenance, infrastructure and networking management. The contractor will not provide programming training. 32. In section 2.2.6, support and help desk is required on site, does that mean a one or more employees from our company will be recruited to IRR on full time job bases??? Does the IRR support those employees' expenses?? Or is it on call bases? What is the level of service? The level of service will be 24-hour on-call service. The intent is to have the IRR perform on-site Tier 1 support and Contractor provide Tier 2 support in the event the IRR cannot resolve the problem. Site visits by the Contractor will occur only if the problem cannot be resolved over the phone. 33. The Network Diagram shows up to 120 PCs or more, to be attached to the network, by dept. Are we to supply these PCs in addition to the 50 Arabic LapTops? The solicitation mentions 50 laptops. After further consideration, the IRR would prefer to include 150 desktop computers with the solicitation. Assume Compaq, or equivalent high-end computers. New desktops are needed because many of the existing computers are out-dated, low quality, and will not be compatible with the network design. 34. How many people will need to be trained? Will they only be System Tech's? Will training include any Organizational Dept's staff? Assume a total of 60 IRR personnel for training, IRR computer department staff and IRR department managers or designated representatives. Assume 10 trainees each time. All training will be on-site. 35. What is the existing infrastructure? The station currently has a simple LAN for 25 users for internet (VSAT) only 36. Also, as mentioned, I need answers to total qty of PC Workstations in addition to the Laptops required, total Staff requiring Formal Training, etc..? I can always develop the proposal on the basis of including these costs as options if this is an acceptable approach? The total quantity is 150 desktops, zero laptops 37. May we give our solution for server room in other place? Yes, provided it is located within the Computer Department 38. What is the total no. of data drops per: - Baghdad Station - Technical Department - Al_Shaljia Site. Assume 150 data drops in each site, totaling 450 data drops. 39. Only propose Data drops, no electricity drops required? The Contractor should propose only data drops. The electricity drops will be provided by the IRR. 40. The Diagrams and maps of the three sites supported with dimensions? These diagrams are not available. The floor plans of the central station are the only available scaled plans. 41. Provide Internet System Specs. With Upload and Download values? Internet system specification with upload and download values shall be determined by the Contractor. 42. The building is very old and is under rehabilitation When shall start the work? The station rehabilitation is currently underway (12% complete) and should be completed by July 2005. The LAN Contractor shall coordinate VERY CLOSELY with the Baghdad Station contractor during all phases of the project, including design. 43. Build and maintain IRR Webpages as required, is it safe to assume a 50 page static website with updating management software to upload daily changes in schedules, etc. OR the requirement is for a dynamic website with booking facilities and back end database system. 50 page static website with updating management software to upload daily changes in schedules is a safe assumption. 44. Twelve months of O&M training for Iraqi technicians, the training shall include both ?on the job? and classroom instruction.? Does this means a room will be set specifically for the training? How many trainees will be attending each time (to finish the room with the necessary computers, projectors, etc)? You may propose a training room. Assume a total of 60 IRR personnel for training, IRR computer department staff and IRR department managers or designated representatives. Assume 10 trainees each time. 45. Data type for Web Internet Server? To be determined by the Contractor 46. Any special requirement for the SQL Server? None 47. Number of PC s in the out side locations (1.7 and 3.7 locations)? The solicitation includes 150 desktops with appropriate software, 5 document scanners, and 5 color laser printers. Assume the latest high-end Compaq (or equivalent) desktop models. Assume the following data drops: Baghdad Station ? approximately 150 data drops Other 2 buildings ? approximately 300 data drops total 48. Will there be dedicated appliance servers or will it be a combination of hardware and software type and how many servers? The Contractor shall provide a total of 4 servers. The exact model, type, and specification for the server is to be determined by the Contractor. 49. How many people for training from IRR Assume a total of 60 IRR personnel for training, IRR computer department staff and IRR department managers or designated representatives. Assume 10 trainees each time. All training will be on-site (no traveling).
