Description
This is a SOURCES SOUGHT NOTICE to determine the availability of potential sources to privatize the electrical distribution system at McGuire Air Force Base, New Jersey. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, the firm will be selected to assume ownership of the above-mentioned utility system. The successful firm will be required to provide expansions to the system to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system. The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system in a safe, reliable condition and to meet the requirements listed in the contract. The utility system will be conveyed via a Bill of Sale upon award of the contract. Past performance information from potential Offerors shall be submitted as directed in the RFP. The electric system being privatized is described as follows: McGuire AFB size is about 3,598 acres. The base includes approximately 751 commercial type buildings and facilities. The electrical system includes a new section of 34.5 kV transmission line from the local power company substation to a new base owned substation which is currently under construction, and multiple 12 kV distribution feeders. Peak demand is approximately 14,000 KW with annual consumption approximately 74,000,000 kWh. Overhead distribution includes approximately 180,000 Single Conductor Linear Feet (SCLF) of primary conductor and 70,000 SCLF of secondary conductor. Underground distribution includes approximately 150,000 SCLF of primary conductor and 50,000 SCLF of secondary conductor. The base is currently transitioning much of the overhead system to underground. The system will also include approximately 2000 exterior street and parking lot lights and two traffic lights. The electrical system located in the Military Family Housing (MFH) areas will not be included as part of the system privatized. All responsible sources may submit an offer, which shall be considered. Large businesses are required to submit a subcontracting plan with their offer.
