Description
This solicitation is for the purchase of an Electronic Display Board, Installation of the electronic display board and the construction of the structure surrounding the Electronic Display board to include the landscaping prepared in accordance with t he format in The award will be issued on an SF 1449. Additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, numb er W81GYE-4275-4180, is issued as a request for quotation (RFQ). This is a full and open competitive solicitation. Award will be made to the lowest bid, technically acceptable. The associated NAICS code is 238290 A. The government intends to locate an Electronic Message Display Station at the Base Entrance at Sunny Point, North Carolina. B. The project is located at the triangular shaped plot formed by the intersection of the Main and Truck access entrance roads to Sunny Point. Provide design, service, procurement of materials, and construction of an electronic message display station. Th e station shall be designed to convey a Southern Colonial architectural theme. The station element shall consist of the following: 1. A reinforced concrete foundation. 2. Vertical and horizontal structural elements are required to support an electronic message board. 3. A programmable electronic multi-lined LED message board, model #413 or a government approved equivalent. The board shall be one that can be clearly seen and read from a distance of 300 feet while moving at a speed of 45 mph. 4. Electric utility service required energizing the board. 5. A surround facade for the message board constructed of a small masonry fashioned to depict the entrance to be a grand southern estate. 6. Landscaping is keeping with the established architectural theme. 7. The construction shall be low profile, not to exceed 72 inches in height at any point. All construction shall be plum, square, and level. The structure shall be located on the designate site is such a manner as to not obstruct traffic visibility. The design of the structure shall incorporate resistance to potential damage caused by grass mowing operations which utilize tractor towed or mounted moving equipment. 8. The design and construction shall be in compliance with all applicable local, state, and federal codes and regulations. Specific design consideration must be given to hurricane resistance construction. C. Submittal required as follows: 1. Design drawings at a preliminary stage, 50% completion stage and 100% stage. Final drawing must show, site layout, utility service connection, landscaping plan, foundation details, plan two elevation views of the station. 2. Samples of intended small unit masonry and any masonry castings to be used. 3. Vendor drawings of message board that is to be incorporated. D. Written approval of all items in paragraph 4 above must be received from the government prior to start of construction E. Design parameters for message center architecture: Structure shall consist of backdrop lattice red brick wall in all arc is serpentine plan. The specific brick is flashed Northern Rose Engineer Modular 25-09-370, Moncure North Carolina. The manufacturer is General Shade Brick, PO BOX 3547 CRS, Johnson City, TN 37602. Elevated backdrop wall shall scroll from low to high to low. End elements shall be short masonry columns either round or rectangular. Similar columns shall be incorporated in the high section of the scroll. Columns shall be capped with masonry or synthetic cast stone. Wall may be full lattice or proportionally solid. Backdr op wall shall be illuminated during hours of darkness with 6 weatherproof accent up lights. Dimension limits on the structure are 72 inches at the highest point and 240 inches in length. Depth structure shall be proportional to height and length, giving co nsideration to specified wind resistance. Backdrop and message sign to be based on reinforced concrete foundation designed to provide stable platform for each element. The sign shall sit in front of the masonry backdrop. The minimum distance between the sign and the backdrop shall be 36 inches . The landscape plan shall be elliptical in shape. The minimum dimensions of the eclipse shall be 25 feet front to back and 40 feet end to end. F. Landscape planting shall consist of: 1. 3 each dwarf crepe myrtles, which are minimum of 4 feet in height at the time of planting. 2. 1 each Japanese cherry tree which is a minimum of 5 feet in height at the time of planting. 3. 24 each dwarf barberry crimson pigmy plants shall be 5 gallon size at time of planting. 4. Ground cover shall be blue carpet juniper. The juniper shall be supplied in quantity to cover 10% of the area of the ellipse at the time of planting. 5. Entire surface of the ellipse plan shall be mulched with 2 inches of native pine bark placed over landscape fabric. 6. Ellipse shall be outlined in steel edging. 7. All planting shall have a minimum of one-year guarantee. G.
