Description
The U.S. Army Engineering and Support Center, Huntsville (CEHNC), will be issuing a Request for Proposal for the impending procurement of supplies and services to support leadership development and professional facilitation services program including but not limited to: facilitation, training and evaluation services such as professional leadership development, management training, team building, partnering support, career counseling, and conflict resolution. The Huntsville Center is organized into f ive major product lines (Medical, Ordnance and Explosives, Installation Support, Chemical Demilitarization, and Ballistic Missile Defense), and is supported by four large matrix organizations (Engineering, Contracting, Office of Counsel, and Resource Manag ement). Each of these product lines and matrix organizations contains numerous teams (cross functional and organization specific) that frequently require facilitation and training services to resolve problems, improve performance, or to plan mission execut ion. Leadership development may include, but not limited to, leadership training (e.g., learning organizations, change management, strategic planning, leadership versus management concepts), skills assessments (e.g., Gallup, Leadership Competency Survey, StrengthsFinder, Myers-Briggs), and development, administration, and/or evaluation of leadership programs (e.g., conduct retreats, participant recognition, curriculum development). Management training may include, but not limited to, such issues as time m anagement, dealing with tough personnel issues, evaluating employee performance, hiring people, and transitioning from employee to manager. Team building may include, but not limited to, understanding team dynamics, establishing roles and responsibilities, shared and individual accountability, team development, commitment, goal setting, team structure, running effective meetings, communication, and decision making. Partnering support may include both internal and external partnering situations. Internal p artnering involves the various elements of the Huntsville Center and their relationships to each other. Internal partnering sessions might involve team to team, team to the organization, and elements of an organization to each other. External partnering involves elements or programs of the Huntsville Center and outside agencies, customers and/or stakeholders. External partnering sessions may involve government to contractor, one agency to another, government to regulators, and Huntsville Center to headqu arters. Career counseling services may include, but not limited to, assisting employees with setting individual goals, personality assessments, aptitude tests, career planning, and matching peoples talents and positions. Conflict resolution services may include, but not limited to, process mapping and development, establishing roles and responsibilities, and dealing with difficult people. Facilitation services may include, but not limited to, conducting seminars, workshops, large meetings, and training classes. Contractor will be responsible for developing course evaluations to be hand out at the end of each class. Contractor will be responsible for sending all completed evaluations to the Government point of contact, stated in the individual task orde r, after completion of each course. The contractor may be required to arrange for meeting and lodging facilities at various locations within the Continental United States, at various times throughout Fiscal Year 2005. Class locations will be identified w ithin individual task orders and will be within CONUS and may be held at CEHNC or off-site contractor locations, dependent upon the specific area of need described in the task order. Fulfilling individual requirements for supplies and services will be achi eved under the procedures of Federal Acquisition Regulation, Part 16.505(b) and its agency supplements (Orders under multiple award contracts), by the implemen tation of task orders issued under the proposed contracts. The proposed contract type is an indefinite delivery/indefinite quantity (ID/IQ), using firm fixed price (FFP) and time and materials (T&M) task orders. A single solicitation is proposed for awar d of multiple contracts. It is anticipated that no more than three ID/IQ contracts will be awarded to qualified small business concerns in an estimated total amount of $600,000. Fair opportunity requirements under Section 803 of Public Law 107-107 and im plementing DFARS guidance will be utilized with award of task orders under the resulting contracts. The most applicable North American Classification System Code (NAICS) is 611430, Professional and Management Development Training, with a small business si ze standard of $6M. In accordance with DFARS 204.7302, prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of an offeror will make an offeror ineligible for award.
