Description

Contractors may view and/or download this solicitation and all amendments from the Interne t after solicitation issuance. Description of work: Design and construct temporary, modular and/or relocatable facilities, along with supporting utilities and infrastructure, to support the temporary stationing of an Infantry Brigade Combat Team (approximately 3,400 personnel) on Fort Benning, Georgia. Facilities to be designed and constructed include barracks, arms vaults, vehicle maintenance shops, and dining facility. Supporting infrastructure includes site development (tree harvesting, clearing, grubbing, grassing and erosion cont rol measures); and improvements including parking, roads including curbs and gutters, sidewalks, hazardous material storage, oil storage, fueling facility, dispensing pumps, motor pool wash points, and physical fitness training area. Also to be designed a nd constructed will be utility connections and distribution of systems to multiple facility/building sites (includes, but not limited to, potable water, sanitary sewer with lift station, electrical, EMCS FM controllers, natural gas, storm drainage, and inf ormation systems) and expansion of an electrical substation. The barracks spaces will consists of three soldiers per living unit sharing one latrine. Arms storage will consists of arms room vaults beneath covered shelters. The project will be solicited a nd procured using a one step design-build request for proposal in accordance with FAR 36.32. Offerors are required to submit a price and technical proposal. Each proposal shall contain the Offerors best technical proposal and best price. Award will be m ade to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. Proposals shall include sufficient detailed information to allow complete evaluation. The Govern ment reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. TECHNICAL FACTORS: FACTOR 1  PAST PERFORMANCE and FACTOR 2  CORPORATE RELEVANT EXPERIENCE are equal in importance and more important than Factors 3, 4, 5, and 6. FACTOR 3  TECHNICAL APPROACH NARRATIVE, FACTOR 4  SIT E DESIGN, FACTOR 5  BUILDING FUNCTION, and FACTOR 6  MANAGEMENT EFFECTIVENESS are equal in importance. The anticipated cost range is $25,000,000 to $100,000,000. Options may be included. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solicitation will be issued in electronic format only and will be available on or about 20 December 2004 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
