Description
The Missile Defense Agency (MDA) is seeking potential sources for services in support of SETA staff augmentation in the area of Threat Systems Engineering for the MDA Deputy for Systems Engineering and Integration (SE). The contractor will be required to perform tasks within the broad framework of the Statement of Objectives, while working in close coordination and cooperation with the MDA government staff and other support contractors. The scope of the work effort shall include: (1) expert scientific and engineering support to the TSEP through independent technical analyses and assessments; (2) participation in TSEP reviews, meetings, information exchanges and working groups; (3) detailed engineering and design studies of threat systems and associated countermeasures; (4) conducting Threat Risk Assessments (TRAs); (5) development and maintenance of technical databases; (6) supporting TSEP experiments and reporting results from those experiments; and, (7) interfacing and close coordination with divisions within MDA/SE, organizations internal to MDA, MDA’s Executing Agents, and the DoD Intelligence Community. MDA intends to utilize GSA ordering procedures to acquire the services described in this notice. The North American Industrial Classification System (NAICS) code for this requirement is 541710, Research and Development in the Physical, Engineering, and Life Sciences, with a size standard of 1,000 employees. This requirement is unrestricted; however, MDA reserves the right to limit the sources solicited for this procurement to only small businesses in the event a sufficient number of qualified small business sources responding to this notice are judged best qualified to compete for this work. All small business respondents shall confirm that they currently hold a GSA Schedule contract under which they are certified as a small business. Only interested GSA schedule holders judged best qualified to compete for the work will be sent a Request for Quotations (RFQ) package on or about November 16, 2004, with offers due approximately four (4) weeks later. The resultant order will consist of hybrid Firm-Fixed Price contract line item (CLIN) for labor, a Time and Materials CLIN for quick reaction special studies surge requirements and a Cost contract line item for Other Direct Costs, i.e., travel. The term of the order with options is anticipated to be four (4) years (a one-year base period with three one-year options). The draft Statement of Objectives (SOO) for the MDA Threat Systems Engineering Program SETA for the Deputy for Systems Engineering and Integration under RFQ HQ0006-05-Q-0001 will be posted to the MDA Business Acquisition Reporting Bulletin Board (BARBB), Notices to MDA Contractors, Basic Support Services Program (BSSP), Current Procurement Opportunities: http://www.acq.osd.mil/mda/barbb/cssss.html. The briefing slides from the MDA/TSEP Industry Briefing on October 8, 2004 are also posted on this site for viewing. The estimated Man Year Equivalents (MYE) for this requirement is approximately 13.5 MYE. Three positions will be on-site and 10.5 positions will be off-site. Of the estimated 13.5 MYE, ten MYE will require a TOP SECRET SCI clearance and three MYE will require a TOP SECRET clearance. Acceptable sources must hold a current GSA Schedule, and be able to provide 75% of personnel requiring TOP SECRET clearances on contract start date (approximately 30 days after award); 100% of personnel requiring SECRET clearances on contract start date; and 100% of personnel requiring TOP SECRET clearances must be available within 90 days of order start date. Interested firms are invited to submit to the contracting office as early as possible, but not later than ** November 5, 2004 **, a three (3)-page Capability Statement summarizing corporate strengths in relation to the following criteria: 1) personnel qualifications and relevant experience; 2) specific, related corporate current/past DoD experience related to this requirement; and, 3) management approach in managing on-site and off-site staff, retention/replacement, authority, responsibilities, and quality control. If planning to team or subcontract, identify the firm(s), its size status and corresponding GSA schedule. Segregate this information on the Capability Statement by firm. Also, specify by name one primary and one alternate Point of Contact within your firm, including their respective telephone numbers and email addresses. All information must be contained within the three-page capability statement limit. Responses must be provided electronically to Diane L. For those parties not placed on the short list for receipt of the RFQ package (in accordance with Agency procedures at http://www.acq.osd.mil/mda/barbb/downloads/execsum2.doc), please indicate in your Capability Statement whether or not you would like your firm’s name/POC to be supplied as potential sources for subcontracting opportunities to those firm selected for the short list.
