- The U. S. Department of Commerce Office of Travel and Tourism (OTTI) intends to negotiate on a non-competitive basis with CIC Research, Inc. This requirement is a follow-on contract to continue services for an interim period to allow sufficient time for the Government to prepare a competitive solicitation. Services being provided by the Contractor includes (1) Conducting conduct a monthly survey of international travelers either, onboard with over 60 U.S. and foreign flag carriers, or at U.S. airports on departing flights from the USA. (2) Maintaining a contact list for each airline at several levels, including a contact that approves the survey and additional contacts at each airport where surveys are administered on departing flights. Where the airport intercept method is used, the Contractor hires and supervises the sub-Contractor at the airports, coordinator works with the Transportation Security Administration and Airport Authority personnel to obtain permission and clearance so the survey personnel are allowed to survey specific flights at the departure gates based upon a sample pulled from the Official Airlines Guide. The data is then weighted using a multi-step process that expands the surveys collect to represent the travel populations based upon the Department of Homeland Security (DHS) I-94 and I-92 databases. The weighted data is used to issue 4 national and 11 country reports on a quarterly basis using an extensive coding system. There are 29 survey questions that are used to develop either 32 or 35 table reports by almost 50 cross tabs each quarter. The database is also used to develop custom reports for individual clients. The Contractor also serves as the billing and collection agent for all custom reports. In addition, the Contractor is also responsible for processing the monthly international arrivals data OTTI receives from the DHS, Office of Immigration Statistics each month using custom programming developed by the Contractor. Data from this program is used by the Bureau of Economic Analysis to calculate travel and passenger fare exports/imports for the U.S. The data is also used to generate Gross Domestic Product (GDP) and is used by the other offices within the agency. Data is also used extensively by the travel industry to develop estimates of visitation for international travel to and from the United States to specific destinations and to provide traveler characteristics data to assist the tourism destinations and businesses understand the international traveler. The Contractor also maintains website pages that provide data on the program. Interested parties who believe that they can meet the Government?s requirement are requested to submit in writing an affirmative response demonstrating their technical capability. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response, you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written response must be received no later than fifteen days after publication of this synopsis. The solicitation for this requirement will be prepared in accordance with FAR Part 12 procedures. A firm fixed price contract is contemplated. The period of performance shall be for twelve months.
