Description
The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the University of Colorado for ongoing research support for the study on the Chip-Scale Atomic Clocks project. The main goal of this project is to determine which surface coatings in the small atomic vapor cells provide the longest atomic coherence time. The staff at the University of Colorado is currently working on this project at NIST and is already aware of the overall goals and project direction to carry out for this additional work. Specific work tasks will include the following: 1) the preparation of high-quality surfaces on the interior of glass cells; 2) arrange for filling of cells with alkali atoms (either at NIST or elsewhere) in such a way that they are suitable for testing at NIST with regard to the effects of the walls; and 3) develop a process to apply high-quality coatings to glass and silicon substrates perforated with small (sub-mm) holes. The contract period is December 2004 through May 2005. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
