Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W91248-05-Q-0017 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those included in offerors General Services Administration (GSA) contracts and those in effect through Federal Acquisition Circular 01-25. Acquisition is unrestricted. The NAICS Code is 611699 and the small business size standard is $6,000,000. We intend to award a Blanket Purchase Agr eement (BPA) for the acquisition of Force Protection Training. Estimated quantities for a one-year period are 225-300 (personnel to be trained). Performance Work Statement follows this announcement. The BPA period of performance will mirror the successf ul offerors GSA current contract period for the base period (i.e., if awardees current GSA contract period of performance expires on 31 May 2005, the base period of the BPA will expire on 31 May 2005). The BPA may be extended in accordance with the Opti ons Clause and the terms and conditions of the awardees GSA contract. To participate in the competition for this BPA, companies must have a General Services Administration (GSA) contract under Federal Supply Schedule 84 Total Solutions for Law Enforcemen t, Security, Facilities Management, Fire, Rescue, Clothing, Marine Craft and Emergency/Disaster Response. The category of contracts under this schedule is 426 4F Emergency Preparedness and First Responder Equipment, Training and Services. If you desire to participate in this requirement, submit the following information and documents not later than 10 December 2004 to June Fletcher-Schiewe, Directorate of Contracting, 2172 13 ? Street, Fort Campbell, Kentucky 42223-1100: (a) GSA Contract Number, perio d of performance, and expiration date. (b) Discounts on your GSA Contract; (c) Discounts offered for this BPA; (d) Quantity discounts for this BPA; (e) Proposal addressing your companys capability to provide required training at your location; (f) GS A Contracting Officer with telephone numbers and e-mail address; and (g) Designated point of contact for your company, telephone number and e-mail address. This person should have the authority to negotiate terms and conditions. The Government will awa rd a BPA to the responsible offeror whose offer will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: technical and price. Evaluation factors are listed in the relative or der of importance (technical is slightly more important than price). Offers must address these two factors; for the technical factor, submit a plan briefly describing how each of the training areas will be met along with a statement that the offeror under stands the training must be provided at the successful offerors facility. Award of the BPAs will be based on best value techniques considering price/discounts, past performance on GSA contract; and capability to provide this training. All responsible co ncerns may submit an offer which will be considered by the agency. Performance Work Statement: Training is required in the following areas: Current threats and terrorist tactics; surveillance detection; improvised explosive device (IED) vehicle inspection; route planning; basic and intermediate off road driving; basic a ll terrain vehicle (ATV) training; evasive driving skills; counter vehicle force-off tactics; ramming techniques; counter ambush drills; dead man takeover exercises; wounded teammate drills; less-than-lethal weapons; terminal ballistics involved in vehicle attacks; field expedient bulletproofing; using a vehicle for cover; live-fire static vehi cle counter ambush drills; live-fire moving vehicle counter ambush drills; force-on-force counter ambush tactics. Training must focus on performing critical tasks under fire. Training is required in the following areas: Live-fire counter ambush drills t raining must incorporate both moving and stationary ambush drills. A quick and violent response response in these situations will save lives. Marksmanship training from inside the vehicle is critical. The operators have to experience different ambush sc enarios to recognize the characteristics and to fully develop their counter ambush battle drills. Force-on-force training with simunitions training provides realism that stationary targets do not. Training must provide a better prospective of how quickly an ambush situation can develop. Training must cover the integration of battle drills and marksmanship on moving targets. Dead man takeover drill training must train passengers how to take charge and control a vehicle if the driver is killed. Driving S kills must include ramming techniques, precision immobilization maneuvers, and evasive driving skills. Additionally, off-road driving scenarios incorporating military vehicles, SUVs, and ATVs are required to properly prepare the operators for combat. For ce protection training must cover several topics. Classes on threat tactics and planning techniques, surveillance detection, vehicle inspections (IEDs), and detailed route planning (urban and off- road) are critical. Practical training exercises to enhan ce the training is required. Ballistics involved in shooting through windows, field expedient bulletproofing, and the use of non-lethal weapons (stun guns, mace, etc.) must be covered. Required training must be accomplished in one-week at the contractor s facility.
