- DESCRIPTION: THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. The U.S. Army Corps of Engineers, Baltimore District, is seeking U.S. Small Business Administration (SBA) certified 8(a), HUBZone and/or Service Disabled Ve teran-Owned Small Business (NAICS classification 562910) sources with current relevant qualifications, experience, personnel, and capability to perform Munitions and Explosives of Concern (MEC) Investigation and Removal Services within the geographic bound aries of the North Atlantic Division (which includes Maine, Vermont, New Hampshire, Massachusetts, Connecticut, Rhode Island, New York, New Jersey, Delaware, Pennsylvania, Maryland, and Virginia). This sources sought synopsis will be used by the government to make appropriate acquisition decisions. The desired capabilities include but are not limited to the investigative and intrusive aspects of MEC removal (to include conducting on-site detonations) as well as the ability to simultaneously manage multiple teams performing work at multiple locations under both Fixed Priced and Cost Reimbursable terms.. This includes possession of an adequate accounting system. MEC includes unexploded ordnance (UXO), discarded military munitions (DMM), and munitions constituents (e.g., TNT, RDX) present in high enoug h concentrations to pose an explosive hazard Interested sources should provide a narrative response limited to 5 pages in length which describes the company's qualifications in the MEC arena as well as experience performing MEC projects as prime contractor. The company should provide evidence that i t has cost accounting system which a Government Audit Agency has approved within the last three (3) years as being adequate for management of cost-reimbursement contracts. The company should also provide a copy of its 8a and/or HUBZone certification lette r as well as a copy of proof that the firm is a Service Disabled Veteran Owned small business. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be ma de. All data received in response to this Sources Sought Notice marked or designated as corporate or proprietary information will be fully protected from release outside the government. Responses to this Sources Sought Notice are due not later than 2:00 p.m. E ST, December 20, 2004. Responses may be sent by mail, hand delivery, or e-mail.
