Description
NOTICE OF INTENT TO ISSUE SOLICITATION FOR FULL AND OPEN COMPETITION TO ACQUIRE SERVICES ON A COST PLUS FIXED-FEE, PERFORMANCE BASED SERVICES. The anticipated date of award is 1 APR 2005 with a period of performance of 1 (one) year base period and 4 (four) years options periods. INSCOM intends to issue a solicitation on or about 22 December 2004 for acquisition of contractor services. The proposed acquisition is to acquire Systems Engineering and Technical Assistance (SETA) and Management support fo r Headquarters, Department of the Army (HQDA), Deputy Chief of Staff (DCS), G-2, and the U.S. Army Intelligence and Security Command (INSCOM). The contractor will be engaged in an environment that is focused on supporting the Armys and Intelligence Commu nitys (IC) transformation and Global War on Terrorism efforts. Consequently, the contractor must have knowledge and experience in military intelligence (both strategic and tactical) and supporting IT (e.g. communications, interoperability, and horizontal integration). The results from these efforts will directly effect the Armys and the ICs support to the Warfighter. The DCS, G-2 and INSCOM Chief Information Officer (CIO) have had to rely on contractor support to fulfill mission requirements. As these requirements have expanded due to War on Terrorism, Operation Enduring Freedom, and Army Transformation, the DCS, G-2 and INSCOM have continue to rely on the state-of-the-art advanced science and engineering expertise provided by contractor support. Approximately 40% of the DCS, G-2 staff and 75% of the INSCOM CIO staff consist of contractor support, which has been inst rumental in their support to Army, DoD, and the Intelligence Community (IC). The objective of this requirement is to obtain high quality services to assist in meeting G-2 and INSCOMs mission in transforming Army intelligence systems, processes, and culture to support a knowledge-based community via automation or human interface, i ntelligence information to the network and the ability to share that information. The contractor shall provide technical support services that will be specified via task orders covering the following areas: Office Administration for DCS, G-2 Intelligence Community Information Management Directorate (DAMI-IM), Resource Integration Directorate (DAMI-RI), Management Services Directorate (DAMI-ZXM); Requirements and Studies Division for DCS, G-2 (DAMI-IM); Information Assurance for DCS, G-2 (DAMI-IM); Strategic Communications Division for DCS, G-2 (DAMI-IM); Networks Division for DCS, G-2 (DAMI-IM); Counterintelligence Policy Update and Review for DCS, G-2 (DAMI-CD); Integration and Plans Division for DCS, G-2 (DAMI-IM); WEB Development for INSCOM G3 and INSCOM CIO Division.
