Description
Synopsis The National Business Center (NBC) has a requirement for Architect and Engineering (A&E) support services. The NBC is acting as the designated representative for Millennium Challenge Corporation (MCC), and is assisting in accomplishing mission objectives. The NBC will obtain required service through a Basic Ordering Agreement (BOA) with qualified contractors. The NBC anticipates awarding a BOA with the highest technically qualified contractors. After this synopsis is issued, a pre-solicitation notice will be issued inviting contractor to offer submissions. The submissions will be evaluated by a Technical Proposal Evaluation Board (TPEC) to find the best technically qualified firms in each of the five areas cited in this synopsis. The best technically qualified firms, in each of the five areas, will then be sent a solicitation with an invitation to respond. Those firms evaluated as having submitted a successful response will enter into a formal agreement with the NBC. The Government contemplates award of a Basic Ordering Agreement (BOA) and will issue individual orders, for the required taskings. The proposed BOA will not contain a minimum quantity amount of work to be ordered. A BOA does not state or imply any agreement by the Government to place future contracts or orders with the contractor or to be used in any manner that restricts competition. Orders will be issued on a firm-fixed-price basis. A BOA will be awarded to the Firms whose overall qualifications are the most advantageous to the Government. A&E contractors will be allowed to submit proposals on each, any or all of the five areas. The time period considered for the engineer services is for a base year, and four additional option years. For purposes of this notice, it may be assumed that we will be dealing with up to 20 countries during any one year period and that many of the countries will be considering multiple infrastructure projects occurring simultaneously. The list of eligible countries can be found at http://www.mca.gov/countries/selection/index.shtml The A&E Requirements of this procurement are to: 1.) Provide technical assistance to NBC in the assessment of proposed infrastructure projects prior to agreement signing and advancement of funds; 2.) Provide technical assistance to NBC in the monitoring of progress during the construction phase and funding period; and 3.) Provide technical assistance to NBC in the evaluation of ongoing infrastructure projects and their impacts. A&E contractors will be required to assess, among other things, the technical feasibility, engineering soundness, environmental impacts, and economic viability of proposed projects. Once a project has been approved for funding, there will be a continuing need to monitor project progress during the construction phase and, in some cases, to evaluate project performance and impacts during the operational phase. Engineering services will include or encompass 1) Transportation infrastructure, such as highways and roads, ports, rail and airports; 2) Water Resource infrastructure, such as management and development of hydro resources; 3) Energy infrastructure, such as resource development, electric generation (conventional or alternative energy), transmission and distribution, rural electrification; 4) Water and Sanitation infrastructure, such as rural and urban water supply and sanitation;5) Industrial facilities infrastructure, such as industrial parks and agricultural processing zones. The A&E contractor shall furnish the technical services in the areas described above. Specific requirements for services shall be stated in individual orders under the BOA. This will normally include data furnished by NBC; to include the standards, codes, or guidelines that are to be followed by the A&E contractor in performance of the work. The A&E contractor shall provide all qualified personnel, facilities, materials, equipment and transportation necessary to perform the work. All engineering services shall be performed by a licensed professional engineer and all work performed shall be overseen by licensed engineers possessing the skill and experience in the required field. Submissions may be evaluated without discussions. The selection criteria are listed in descending order of importance, in terms of: 1) Professional capabilities; professional qualifications and licenses necessary for satisfactory performance of required services by personnel projected to perform under the BOA. Summarize and limit to no more than twenty pages total for any/all personnel. 2) Specialized experience and technical competence; specialized experience and technical competence in the type of work outlined in the five listed areas of paragraph 3. Include where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. 3) Capacity to accomplish the work in the required time. List no more than three projects, one page per project, which shows the ability to complete requirements on time. Submit no more than three pages total. 4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Contractors are to provide example's of prior performance for each of the five items found in paragraph 3, in terms of the requirements listed above and similar type projects, quality of work and delivery schedule adherence. On a summary page list total number of similar projects complete with appropriate statistics/facts followed by a one page summary of no more than three similar projects for a total of four pages on each of the five outlined area's. Total number of pages relating to past performance must not exceed twenty pages. 5) Geographical location of contracts performed overseas and knowledge of the unique requirements of working in the locations outlined on the MCC website at http://www.mca.gov/countries/selection/index.shtml . 6) Computer assisted design capabilities and capacities. 7) Adequacy of facilities for performance of the work including specialized technical skills, project coordination and management skills and experience in working as a member of an international team. 8) Availability of additional contractor personnel or consultants to support expansion or acceleration of the project. Proposals should indicate areas of interest and will be evaluated accordingly. The government reserves the right to award without discussions; therefore firms are encouraged to submit their best terms with their initial response. Teaming arrangements shall be described. Proposals, from those firms that are invited to submit proposals, must be submitted both electronically and with two signed paper copies to NBC. It is anticipated that the solicitation will be issued on or about January 5, 2005 with a closing date on or about February 7, 2005. The NBC reserves the right to issue multiple contract awards for this requirement. 50 % of awarded contracts will be guaranteed for technically qualified small businesses. Firms will be required to identify their business size status as either large or small. The applicable NAICS code is 541330, and the respective small business size standard is $4,000,000.00 per year. It is estimated that the total award value will be $5,000,000.00 If an A&E contractor decides to respond to the pre-solicitation notice, when it is issued, the A&E contractor must comply with the requirement that to be considered for architect-engineer contracts, a firm must file two copies of the Standard Form 330, "Architect-Engineer Qualifications".
