Description
The Naval Research Laboratory has a requirement for research, development, and management support of countermeasure technology development projects to include threat analysis, system analysis, system design and development, system test and evaluation, data collection and analysis, computer simulation design and development, and various facility operations and support. The contractor shall provide design, test and performance evaluation of offboard countermeasure systems, including RF systems, millimeter wave systems, IR systems, and surveillance sensors to support blue water and littoral missions. The contractor shall provide working knowledge on the interaction of in missile-ship engagements, and have experience on current Navy EW research and development programs. The contractor shall provide experience in organizing and conducting large-scale field tests, such as the evaluation of Advanced Technology Demonstration systems. The contractor shall provide current experience in performing model validation studies and analyses, including statistical and Monte Carlo analysis, experimental error analysis, and model sensitivity analysis. The contractor shall provide experience in the design and development of electronic and mechanical fixtures for integrating measurement systems into land, ship and air platforms. The contractor shall provide experience in DoD security policies and procedures. The acquisition of foreign technology information and hardware may be required to support development projects. The contractor shall be required to operate in classification environments that require security clearances up to the Top Secret level. The expected period of performance is for 12 months with four (4) 12-month option periods, if exercised, and will consist largely of on-site support at the Naval Research Laboratory. The contractor shall provide, on a level-of-effort basis, twenty-two thousand (22,000) scientific, technical, engineering, and support hours for the basic award and twenty-two thousand (22,000) scientific, technical, engineering, and support hours for each option period, if exercised. Numbered Notes 1 and 26 apply.
